Position Title : Finance Officer

Duty Station :  Abidjan, Cote d’Ivoire

Classification :  Professional Staff, Grade P1

Type of Appointment : Special short-term graded, Six months with possibility of extension

Estimated Start Date : As soon as possible

Context :

Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.

A major component of the Joint Initiative is the provision of sustainable reintegration assistance to more than 20,000 migrants in the targeted countries. IOM views that reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity.

Under the overall supervision of the Chief of Mission (COM), the direct supervision of the Resource Management Officer (RMO) in Cote d’Ivoire, and in coordination with relevant units at Headquarters (HQs), the Administrative Centres (Manila and Panama) and the Regional Office in Dakar, the successful candidate will be responsible and accountable for accounts functions of the IOM Mission in Cote d’Ivoire.

 

Core Functions / Responsibilities :

  1. Provide administrative support in monitoring the financial management for all activities in Cote d’Ivoire including expenditures ;
  2. Process homogeneous transactions where several consecutive stages of processing are involved. Analyse unusual transactions to recommend processing ;
  3. Ensure financial documents are in conformity with relevant financial regulations, policies and procedures ;
  4. Check the correctness of cases processed; certify or refer for action financial documents, giving appropriate explanations and suggesting remedial or alternative action as appropriate ;
  5. Prepare, analyse and evaluate information from the financial records and provide data and assistance as required ;
  6. Assist in training national staff in the areas of finance ;
  7. Support the RMO, provide guidance to staff inside and outside the finance component concerning the correct application of finance regulations, rules, or procedures to cases ;
  8. Liaise with relevant units in the mission, including the logistics unit, with regards to financial activities of the mission ;
  9. In close coordination with the RMO, conduct regular monitoring and supervise sub-offices finance activities and related staff ;
  10. Perform such other related duties as may be assigned.

 

Required Qualifications and Experience :

Education

  • Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution ; or
  • University degree in the above fields with two years of relevant professional experience ;
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in accounting and budgeting ;
  • Familiarity with financial oversight and public administration ;
  • Experience preparing reports, budgets, and statistics ;
  • Knowledge of IOM/UN Common system regulations, policies and procedures ;
  • Knowledge of International Public-Sector Accounting Standards (IPSAS) ;
  • Experience working with computerized accounting systems, including SAP (PRISM) ;
  • Knowledge of IOM/UN accounting system, software and procedures ;
  • High level of computer literacy, especially in computerized accounting systems (including SAP) mandatory.

 

Languages

Fluency in English and French is required. Working knowledge of Spanish is an advantage.

Other :

Internationally recruited professional staff are required to be mobile.
