Context :

The Staff Security Unit (SSU) is responsible for providing leadership on safety/security policy management and Country Office (CO) operational support to enable the safest and most effective implementation of IOM programmes and activities.

Under the direct supervision of the Chief of Mission (CoM) and the technical supervision of the Regional Field Security Officer (RFSO) for Middle East and North Africa (MENA), the successful candidate will be responsible for actively assisting IOM Sudan with all aspects of staff safety and security management. S/he will, in coordination with the CoM and the MENA RFSO, implement appropriate safety and security management procedures; and provide technical assistance and be accountable and responsible for security and safety matters related directly or indirectly to all IOM personnel, property, assets and operations in Sudan.

S/he will be responsible in establishing working relationships country-wide with United Nations Department of Safety and Security (UNDSS), all other United Nations Security Management System member security professionals based in Sudan, host Government security counterparts and other security personnel as deemed necessary. S/he will also assist and provide technical advice in the development, recommendation and implementation of the required and appropriate country specific safety and security procedures. Specifically, s/he will assist in establishing and maintaining an appropriate level of security awareness throughout the CO and within the associated programmes.

Core Functions / Responsibilities :

  1. Collaborate, coordinate and strengthen networks with other international organizations, government security services and agencies working in the security management field, ensure appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained ;
  2. Attend all Security Cell meetings. Liaise with IOM’s Head of Staff Safety/Security Unit and the RFSO regarding relevant security matters ;
  3. Develop and maintain a close working relationship with the UN Department of Safety and Security (UNDSS) and appropriate IOM security focal points regarding all aspects of CO/programme safety and security ;
  4. Develop and maintain close working relationship with the UNDSS and establish a comprehensive working knowledge of the IOM/UNDSS Memorandum of Understanding (MOU) related to various security protocols stipulated in the existing MOU as well as attend all Security Management Team (SMT) meetings in country ;
  5. Conduct, as required, security assessments and evaluations in collaboration with SSU’s Operations Centre that will enable comprehensive threat/risk analyses, and further offer appropriate recommendations in conjunction with the design and implementation of IOM specific, CO evacuation and relocation security plans ;
  6. Acquire comprehensive operational understanding of IOM programmes in Sudan and provide relevant guidance on all safety/security management issues and mitigation measures which is context specific, taking into account the different Security Risk Assessments in the different areas of Sudan ;
  7. Assist in the implementation of IOM security-related strategies, CO specific security Standard Operating Procedures (SOPs) and establish a concrete course of action for their implementation (e.g. zone warden system, building access, communications protocol, fire plan, etc.) ;
  8. Produce a security risk assessment of all IOM premises indicating the identified threats and provide recommendations to the CoM ;
  9. Assist in country office-specific training activities, seminars, briefings, and staff participation; assist in monitoring administrative, logistic and budgetary issues (if necessary). Ensure that security training is carried out professionally and within IOM and UNDSS training standards ;
  10. As required, and in coordination with relevant security partners (UNDSS), develop and implement IOM specific emergency communications systems, warden system and evacuation plans. To the extent possible, test these emergency plans to ensure they are functional, effective and address the CO/programme requirements ;
  11. In coordination with the CoM, assist in the implementation of the Business Continuity Plan (BCP) during emergency situations. Provide relevant security support to manage programme safety/security objectives and security assets in accordance with the implementation of the programme’s safety/security work plan. Update the BCP with security information, as required ;
  12. Ensure effective cooperation between movement unit and other IOM units; ensure security, order, and confidentiality of interactions and transactions. Ensure sufficient security measures for IOM movement operations, in coordination with the IOM Security Focal Point, taking into consideration UN Security Phase of the location and other potential risks ;
  13. Develop and provide UNDSS safety/security briefings for IOM staff deployed to and travelling within the CO areas. Ensure regular updating of staff and coordinate travel security for the CO relating to IOM operations ;
  14. Ensure that all relevant safety/security information is disseminated in a timely manner to all IOM staff as well as programme service providers ;
  15. Ensure that Monthly/Periodic security reports are compiled in a timely manner and consolidate these reports for the CoM/RFSO and other stakeholders Investigate and prepare reports in a timely manner for all security/safety related incidents involving IOM Sudan staff, property and assets in coordination with the CoM and RFSO-MENA ;
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education :

  • Master’s degree in Political or Social Sciences, Security Management, Risk, Crisis and Disaster Management, Law Enforcement or a related field from an accredited academic institution with five years of relevant professional experience; o r ;
  • University degree in the above fields with seven years of relevant professional experience ;
  • Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.

Experience :

  • Experience working in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level ;
  • Previous experience in UN/IOM COs, International Peacekeeping or Emergency Missions ;
  • Experience in planning and execution of security agencies or organizations highly desirable ;
  • Previous experience in dealing with law enforcement agencies is an advantage ;
  • Proven ability to collaborate with senior military and government counterparts; and
  • Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
