Context :

Under the direct supervision of the Chief of Mission (COM), in coordination with the Senior Resources Management Officer (SRMO), and in close collaboration with the Staff Security Unit (SSU) at Headquarters (HQs) and Manila, Regional Office (RO) in Nairobi, and the Programme Managers in South Sudan, the successful candidate will be accountable and responsible for all security and safety matters related directly or indirectly to all IOM personnel and property in South Sudan. S/he will rationally and successfully manage the IOM South Sudan Security Unit implementing appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM Assets. S/he will be responsible for all aspects of the mission’s and its programmes’ safety and security; implementing IOM’s Safety and Security Policy and the security policies and procedures of the United Nations Department of Safety and Security (UN DSS) in accordance with the UNDSS-IOM Memorandum of Understanding (MOU).

 

Core Functions / Responsibilities :

  1. Collaborate, coordinate and establish networks with other international organizations, government security services and agencies working in the security management field, ensuring appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained ;
  2. Provide advice, technical support and assistance to the COM, Heads of Sub-Offices, Programme and Project Managers and when required and possible, collaborate with other offices in the region regarding safety/security matters that will impact IOM’s operations and programmes. Provide relevant technical and strategic analysis on potential threats/risks to staff/programmes and ensure that appropriate safety/security information is disseminated to the sub-offices and staff members ;
  3. Develop and maintain a close working relationship with the United Nations Department of Safety and Security (UNDSS) – in South Sudan, and a comprehensive working knowledge of the present IOM/UNDSS Memorandum of Understanding (MOU), related to the various security protocols stipulated in this agreement, including the teamwork of Accountability of the UN Security Management System Minimum Operation Security Standards (MOSS), Minimum Operating Residential Security Standards (MORSS), the UNDSS Security Policy Manual requirements), Country Security Risk Assessment (SRA), UN Security Policy Manual and United Nations Mission in South Sudan (UNMISS) evacuation, emergency, and security plans, ensuring that IOM staff is integrated into these plans. This will include complete working knowledge of various UNDSS security plans, evacuation/emergency in place in the mission, and ensuring that IOM staff are familiar with these plans. Participate constructively in the DSS led security cell meetings and attend as observer on the UN Senior Management Team meetings ;
  4. Establish and maintain effective communications networks, as required, with other international organizations, government and partner security services, the mission’s UN DSS and appropriate UNMISS security focal points, regarding all aspects of mission/program safety and security ;
  5. Review and monitor the level of SRM compliance in various IOM offices in South Sudan and effectively address all non-compliance findings ;
  6. Develop and provide safety/security briefings for IOM staff deployed to and travelling within the Mission, and as required briefings for non-IOM staff involved in IOM programme implementation. Coordinate travel security for the Mission relating to all IOM operations, including medical evacuations, and international staff travel within and from/to South Sudan in relation to current DSS international staff ceiling allocations ;
  7. Conduct facilities and operational security assessments and evaluations, monitoring country and regional security threats and trends (in close coordination with the SSU Operations Center) that will enable effective mission/program threat and risk analysis; including preparation and implementation of security management plan for IOM offices in South Sudan ;
  8. Ensure all relevant safety/security information is disseminated in a timely manner to the IOM Programme’s staff and to the extent possible the programme’s service providers. Coordination of staff transportation arrangements outside working hours and ensure curfew observance and warden communication arrangements and updates for international and national staff ;
  9. Conduct as required security assessments/evaluations/threats/risk analysis (both tactical and strategic) for IOM programmes in South Sudan and offer appropriate mitigation recommendations. Specifically, the Field Security Officer will :
  • Conduct these assessments in accordance with present programme and mission (SRA) reports. The programme assessments should review the justification for programme activities, identify programme criticality and what programmes may require enhanced security ;
  • Conduct regular document reviews of extant security plans and policies and update and edit or improve as required ;
  • Conduct a joint threat/vulnerability/risk analysis with stakeholders and produce a draft document for SSU review, update regularly to respond to new or emerging threats ;
  • Conduct regular physical security surveys to facilities and staff residences ;
  • Conduct an initial security training needs assessment and regular needs assessments for new and emerging threats ;
  • Identify various levels of risk (risk matrix) and potential mitigation measures within the concept of IOM’s country mission risk management strategies ;
  • Prepare a consolidated Security Risk Assessment document ;
  • Collaborate as required with SSU and the mission UNDSS regarding all aspects of threats/risks analysis ;
  • Develop staff training plan including an introductory security briefing for all new hires taking into account all of the foregoing. Monitor staff training needs and certificates and carry out appropriate safety/security training programs, including proper use of available communication equipment and detailed security briefings for all mission staff, in a professional timely manner. Coordinate with the Deputy Head of SSU and UN DSS on all in-mission security-related training matters, in efforts to ensure that IOM’s training procedures conform to accepted IOM/UN DSS training standards.

    10. Liaise with SSU and UNDSS on all security-related training matters, in efforts to ensure that IOM training procedures and policies conform to the required training standards to the extent possible ;

   11. Investigate security breaches/incidents in South Sudan, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriately and corrective measure is taken ;

   12. Report Security matters directly to the COM and the SSU HQs, liaise with various security services and UN agencies security focal points regarding safety/security issues ;

   13. Closely monitor and report on staff deployment numbers (slots) established for the mission by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, in efforts to ensure that security clearance procedures are applied fairly vis a vis all the agencies working under the UNDSS Security Management System ;

    14. Design program-specific (movement/management of internally displaced persons (IDPs) and IOM support staff) safety and security-related strategies, relevant standard operating procedures (SOPs), program emergency and operational communications, and establishment of a concrete course of action for their implementation ;

    15. Manage the day to day activities of the Security Unit of IOM South Sudan, including performance management of SSU staff in the mission 16. Develop strategic goal of security unit in line with mission overall strategic objectives and direct, coordinate, control and evaluate the unit and ensure objectives are achieved ;

     17. Ensure all mission security officers and assistance are adequately trained and guided to effectively perform their responsibilities ;

     18. Coordinate with COM and SRMO to ensure adequate resources are allocated to ensure mission security requirements can be achieved ;

    19. In coordination with the Chief of Mission (South Sudan) and IOM SSU HQ initiate the preparation of Business Continuity Plan during emergencies, recruit qualified security staff for the various mission offices, to manage program safety/security objectives and dedicated security assets in accordance with the implementation of the program’s safety/security work plan ;

     20. Perform such other duties as may be assigned.

 

 

Required Qualifications and Experience :

Education :

  • Master’s degree in Security Management or Social Sciences, International Studies, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience ;
  • Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.

Experience :

  • Professional experience in security management, law enforcement, preferably at an international level ;
  • Extensive military experience, law enforcement, Disaster (Risk) Management, or alternatively a combination of relevant security training and field experience ;
  • Previous experience in UN Missions, International Peacekeeping or Emergency Missions ;
  • Proven ability to discern and uphold the programmatic interest status and safety of the mission at all times ;
  • Proven ability to collaborate with senior military and government counterparts ;
  • Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment ;
  • Familiarity with the East and Horn of Africa context and previous working experience in the South Sudan an advantage ;
  • Experience in planning and execution of security agencies or organizations highly desirable ;
  • Must have a valid driver’s license and previous experience in dealing with law enforcement agencies an advantage.

Languages :

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.
