Context :

Under the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible for the coordination, identification, development, implementation and reporting of the Country Office’s (COs) migration management activities.

S/he will oversee the IOM Burundi Migration Management Unit (MMU) work and ensure compliance with administrative and programmatic procedures in coordinating project activities, monitoring financial budgets, and communication with implementing partners, the United Nations (UN) system in Burundi and the Government of Burundi focal points

 

Core Functions / Responsibilities :

  1. Manage, monitor and implement a variety of projects under in the following thematic areas: Migrant Protection & Assistance (MPA), Labour Mobility and Human Development (LMHD), and Immigration and Border Management (IBM) ;
  2. Provide technical direction and supervision to staff assisting with the implementation of project activities related to mixed migration, counter-trafficking, child protection, direct assistance, border management, advocacy, outreach, capacity building and awareness raising, setting objectives and guiding performance ;
  3. Coordinate and develop project proposals and corresponding financial requirements within the relevant thematic areas; pursue regular financial, procurement and output monitoring;
  4. Ensure relevant financial and narrative reporting obligations and accountabilities are fulfilled according to IOM and donor standards and timetables ;
  5. Ensure and coordinate the collation of relevant, accurate, and comprehensive statistical data for project identification, implementation monitoring and report briefing purposes. Work closely with monitoring and evaluation staff to ensure timely delivery of services in accordance with project objectives ;
  6. Establish and maintain strong partnerships and liaison with government ministries, local authorities academic and private sectors, implementing partners, UN agencies and other stakeholders at the technical level to foster IOM’s strategic goals in programmatic areas; Promote dialogue, information-sharing and cooperation among government and non-governmental actors ;
  7. In coordination with the Project Officer for Donor Relations, provide technical support to the mission on donor interests in the thematic areas. Coordinate the development, review, endorsement and submission of proposals for Burundi as necessary ;
  8. Represent IOM at country-level meetings, public events, forums, seminars, and workshops on counter-trafficking, mixed migration and border management. Undertaking duty travels, within the mission and outside Burundi ;
  9. Report regularly on the progress of the unit, keeping the Chief of Mission advised of problems and suggesting improvements to the unit as needed ;
  10. Perform such other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • Master’s degree in International Relations, Law, Political or Social Sciences, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Experience in the field of migration issues, including operational and field experience, IOM project development, and management;
  • Demonstrated expertise in the thematic area relevant to project development;
  • Experience of devising and delivering solutions and capacity building of government officials in the areas of counter-trafficking, mixed migration, and immigration and border management;
  • Experience in liaising with governmental authorities, other national/international institutions and Non-Governmental Organisation (NGOs);
  • Knowledge of monitoring and evaluation;
  • Experience of regional issues in the thematic area a distinct advantage.

Languages :

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
