Context :

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with the Regional Thematic Specialist (RTS) for Labour Mobility and Human Development (LHD) and the Deputy Regional Director/Regional Liaison and Policy Officer (RLPO) in the IOM Regional Office (RO) in Dakar, the successful candidate will be responsible for overseeing the LHD programming of IOM The Gambia, specifically the development, planning and implementation of initiatives aimed at protecting the rights of migrant workers as well as contributing to a better understanding of the links between international migration and development.

The successful candidate will also be responsible for spearheading IOM’s support to the Government of The Gambia in the implementation of the National Migration Policy, as well as the establishment of a National Coordination Mechanism for Migration and the UN Network on Migration in The Gambia. The overall aim of the LHD Unit will be to harness the development potential of migration and optimize the benefits of labour migration for both host and sending societies as well as migrants, contributing to sustainable development and poverty reduction. S/he will be expected to work in close collaboration with counterparts in the Government, UN and civil society organizations in The Gambia.

Core Functions / Responsibilities :

  1. Manage the implementation of initiatives related to strengthening labour migration management as well as enhancing diaspora engagement in The Gambia ;
  2. Oversee the LHD Unit and manage, implement and coordinate related projects in a timely manner in close coordination with relevant colleagues and implementing partners ;
  3. Manage and monitor budget and resource utilization for LHD and related projects in close coordination with Resources Management Officer (RMO) ;
  4. Coordinate with and provide technical advice and information to relevant government authorities and other bodies including civil society and private sector to further build their capacity to manage labour migration as well as to promote diaspora engagement in the country ;
  5. Prepare and coordinate inputs for and submit interim and final project reports in a timely manner to Donors in coordination with CoM and RO Daka ;
  6. Supervise LHD staff and monitor project progress to document and evaluate results, increase effectiveness and recommend appropriate actions within the LHD team ;
  7. In coordination with the RO thematic specialists, develop new projects and initiatives in the thematic areas under supervision ;
  8. Ensure the proper visibility of LHD project initiatives throughout project implementation periods, in coordination with the CoM and the Communications Unit of IOM The Gambia ;
  9. Ensure proper collection, analysis and utilization of quality data throughout project implementation, to contribute to effective LHD programming ;
  10. Serve as the mission focal point for all policy related functions of the Mission, including supporting the Government in the implementation of the National Migration Policy ;
  11. Ensure the establishment and operationalization of the National Coordination Mechanism for Migration in The Gambia ;
  12. Serve as the focal point for the Mission on regional dialogues and other regional and continental initiatives on migration, including relevant Regional Consultative Processes (RCPs) ;
  13. Under the guidance of the CoM and in close collaboration with the RLPO, coordinate the establishment of the UN Network on Migration in The Gambia and serve as IOM’s focal point in the Network ;
  14. Under the guidance of the CoM and in collaboration with Project Managers in the Mission, support IOM The Gambia’s participation in UN and other donor coordination platforms ;
  15. Undertake duty travel as required ;
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in International Relations, Finance, Project Management, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Experience in project management, preferably in an international non-profit organization ;
  • Field experience in one of the UN Common System organizations is a distinct advantage ;
  • Experience in liaising with governments, international organizations and the private sector is an asset ;
  • Knowledge and experience in policy development and coordination with governments is an advantage ;
  • In-depth knowledge of remittances and financial services is a distinct advantage.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
