Context :

The overall objective of the position is to apply basic theoretical knowledge and administrative skills in supporting, and in acquiring a broad understanding of, the interrelated administrative and programme functions contributing to regional coordination of the UK’s Department for International Development (DFID) funded programme Safety Support and Solutions in the Central Mediterranean Route Phase II (SSS II).

IOM is implementing a cross-regional programme across 10 countries in West Africa and North Africa. The programme is route-based and designed to support migrants along their routes and in their countries of origin. Its overall aim is to protect migrants from harm and to generate knowledge on migration along the Central Mediterranean Route.

The successful candidate will facilitate and support administrative and programmatic components, with a specific focus on the programme’s fourth Outcome which aims to improve understanding on migration decision making. There is a required need to support the programme team with tasks that include: reporting, administration, meeting preparations, and logistics. Outcome 4 is a large scale, 21-24-month study in The Gambia, Guinea and Senegal on “How and to what extent interventions affect people’s migration aspirations, decision and movement, and on what timetable?”

The successful candidate will work under the overall supervision of the Regional Programme Coordination Officer and the direct supervision of the Project Learning Manager. S/he will also work in close collaboration with the Senior Labour Mobility and Human Development Thematic Specialist and programme staff in IOM London.

Core Functions / Responsibilities :

  1. Review and provide inputs for the development of communication protocols, reporting and information-sharing tools, in close coordination with programme management team and country offices, to support improved information sharing between all countries under the programme ;
  2. Support the Project Learning Manager in the preparation for, and implementation of, elements of the main activities foreseen by the project, namely the launch of new activities that respond to specific research needs/request. Compile data produced from the new activities for subsequent integration into the project feedback loop ;
  3. Participate in tracking, recording and monitoring the project’s Outcome 4 progress ;
  4. Maintain a clear and precise filing system and compile background information on the status of implementation of all required logistics, meeting preparations, and reporting and administrative processes ;
  5. Support the Regional Coordination Officer in engaging with local authorities and implementing partners where and if necessary and appropriate ;
  6. In close coordination with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer and the Information Management team in Dakar and the IOM Office in London, compile general background information from readily available sources to be used for the preparation of various reports, including flash reports, interim and final reports ;
  7. Design and draft schedules and tables for tracking reporting requirements such as regional and national research reports, donor briefings and papers prepared by the Research Partner and IOM missions. Under close supervision, draft specific sections of progress and other reports ;
  8. Make logistical and administrative arrangements for key learning events throughout the project cycle ;
  9. Make arrangements for programme management team briefings ;
  10. Assist in the organization of external and internal evaluations ;
  11. Support the Project Learning Manager in sharing information with IOM Missions under the programme’s Fourth Outcome, as well as within the Organization, by sending approved internal bulletins and drafting periodic operational emails ;
  12. Prepare preliminary transversal analysis and draft specific sections of snap-shot documents as needed ;
  13. Undertake site visits and duty travel as required, particularly for training purposes ;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Political or Social Sciences, International Relations, Social Research Methods, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience :

  • Experience working on the set up of monitoring, evaluation, accountability and learning systems ;
  • Proven experience organizing high-profile meetings, research symposiums and other academic events is desirable ;
  • Experience managing information and knowledge management systems for M&E;
  • Strong analytical skills ;
  • Proven experience in data management, analysis and reporting in a humanitarian or development context ;
  • Expert knowledge of MS office and advanced data science and/or statistical skills including knowledge of database management, statistical and project management ;
  • Skills in data visualization an advantage ;
  • Knowledge and understanding of the migration issues in the region is an advantage.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
