Position Title : Project Manager (IBM)

Duty Station :    Dar es Salaam, Tanzania, United Republic of

Classification :  Professional Staff, Grade P2

Type of Appointment :   Fixed term, one year with possibility of extension

Context :

Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Coordinator in Dar Es Salaam, and in close coordination with Headquarters and relevant Regional Thematic Specialist based in the Regional Office (RO), the successful candidate will coordinate and supervise the implementation of IOM Tanzania’s Migrant Registration Support for Tanzania (MiREG) project and its related activities.

Core Functions / Responsibilitie :

  1. Oversee and supervise the direct implementation and reporting of the MiREG and other Immigration and Border Management (IBM) projects in close coordination with the partners and the donor as needed.
  2. Implement and monitor all operational, financial and administrative components/aspects of the MiREG and other IBM projects of the Country Office.
  3. Undertake duty travel relating to project assessments, liaison with counterparts, and project implementation, as required.
  4. Draft and coordinate project donor reports in a timely manner, in close coordination with the Programme Coordinator and the Regional Office.
  5. Facilitate the timely recruitment of national and international contractors and consultants in accordance with IOM’s procedures and regulations.
  6. Facilitate information management on project related activities in IBM including project awareness raising and visibility, and the production of regular project updates, summaries, Press Briefing Notes and other relevant materials, in coordination with the donor and the Regional Communications Officer. Respond to ad hoc information requests from among the donor community and other stakeholders.
  7. Draft and coordinate cooperation agreements, Memoranda of Understanding (MoUs) with Government entities, Donors, UN partner agencies, Non-Governmental Organisation (NGOs), Contractors and other stakeholders, in close coordination with Headquarters’ Office of Legal Affairs.
  8. Support regular monitoring and evaluation of project activities. Ensure proper utilization of standard operating procedures, manuals, guidance notes, Monitoring and Evaluation (M&E) tools and methodologies in the implementation of project activities; identify and recommend improvements in project delivery and coordination.
  9. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to facilitate proper coordination and presentation of identity and border management activities.
  10. Assist in liaising with donors and contribute to the development of new IBM initiatives, concept notes, and project proposals; follow up on the submission of project proposals in close cooperation with Regional Office and the Regional Thematic Specialist (RTS).
  11. With the support of the National Officer, ensure the implementation of the migrant registration fairs throughout Tanzania.
  12. Facilitate and monitor the implementation of capacity-building initiatives on identity and border management, assist on the organization of competency-based training needs assessments and mainstreaming such training within national border management training programmes.
  13. Guide the implementation of IBM programming with a focus on technical aspects and quality assurance through close monitoring and supervision.
  14. Report on achievements and challenges of planned activities and monitor quality assurance and quality control, pertaining to IBM.
  15. When required act as OiC of the Programme Coordination Unite on behalf the Programme Coordinator.
  16. Supervise programme support staff providing assistance to project implementation.
  17. Perform any other duties as required.

 

Required Qualifications and Experience :

Education :

  • Master’s degree in Law, Political Social Science, Migration Studies, Biometrics or a related field from an accredited academic institution with two years of relevant professional experience;
  • University degree in the above fields with four years of relevant professional experience.
  • Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with four years of relevant professional experience.

Experience :

  • A minimum of four years’ experience in project management with international organizations;
  • Demonstrated knowledge of IBM required;
  • Demonstrated project planning and implementation skills;
  • Verified capacity to work independently, actively finding solutions and achieving results with limited supervision;
  • Prior experience with MIDAS is advantageous;
  • Prior experience in biometrics and identity management desired.

Languages :

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Kiswahili, French and/or Spanish is an advantage.
