Context :

Established in 1951, IOM is the leading governmental organization in the field of migration and works closely with governmental, intergovernmental and governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM Libya’s community stabilization program includes multiple projects with objectives to promote community collaboration, self-reliance and social cohesion by engaging various groups in activities promoting shared benefits and peaceful coexistence. The program receives multi-donor funding and supports a wide range of small-scale interventions, including rehabilitation of basic infrastructure, basic service restoration, support to livelihood development, civil society capacity building, civil society activities, socio-cultural activities, and support to local governance structures.

Under the overall guidance of the Chief of Mission and the direct supervision of the Community Stabilization (CS) Program Manager, the successful candidate will be accountable and responsible for the coordination and implementation of projects and initiatives related to the peace consolidation, stabilization, reintegration of internally displaced persons (IDPs), capacity building and overall economic development in Libya, as well as assisting in project development to further expand the community stabilization program. The portfolio will include direct project management and implementation support to all projects in the CS portfolio.

Core Functions / Responsibilities :

Project management :

  1. Develop detailed project implementation plans for projects or project components, indicating key actions, milestones and deadlines to ensure that projects’ goals are achieved, and services are delivered to beneficiaries ;
  2. Coordinate the implementation of project activities including financial, administrative, and technical backstopping in line with IOM policies and practices, and donor requirements ;
  3. Oversee the contracting of services and grants under the CS program ;
  4. Coordinate activities with external project stakeholders such as local government counterparts, community representatives, partner agencies, implementing partners, donors and civil society as required, to ensure effective implementation of projects ;
  5. Help identify operational challenges, risks and viable solutions considering the remote implementation of the project and the volatile security situation in Libya ;
  6. Support the CS Program Manager in the supervision of and guidance to project staff and consultants in Tunis and in the field.

Monitoring and reporting :

  1. Monitor project implementation progress against project scope, schedule and budget on a regular basis, to document and evaluate results, increase effectiveness and recommend appropriate action.
  2. Provide regular project progress updates, with key results and challenges to CS Program Manager, and the Chief of Mission on the status of project and project components, identifying areas for improvement and recommending improvements ;
  3. Draft regular and timely internal and external reports, with adherence to project proposals, signed agreements and institutional reporting requirements of IOM and the donors, to provide an objective overview of program implementation, and staffing and financial issues ;
  4. Draft and prepare presentations, talking points and briefings on project activities ;
  5. Support the organization’s overall knowledge management through collecting and encouraging good practices and lessons learned, contributing to a collection of replicable good practices for CS programming.

Project development and donor liaison :

  1. Assist the CS Program Manager in the development of IOM’s CS strategy and programming in Libya through the development of concept notes and project proposals, in consultation with the Regional Office, HQ, the host government and other relevant actors ;
  2. Represent the CS Program and its projects towards donors, Government, and other relevant stakeholders ;
  3. Engage donors as required on project design, scope, schedule, budget, financing and contractual arrangements ;
  4. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Development Studies, Political Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience ; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience, including building civil society coalitions, brokering technical cooperation and partnerships, and organizing training workshops and events ;
  • An existing network and credibility within (global) civil society networks, ideally working on open government issues ;
  • Proven track record on transparency, accountability, citizen engagement and/or government responsiveness ;
  • Experience on public service delivery is highly desirable as is familiarity with technology for transparency initiatives ;
  • Track record working in multi-stakeholder environments or experience in working with governments desirable.

Languages :

Fluency in English is required. Working knowledge of Arabic and/or French is an advantage.

Note

With possible relocation to Tunis, Tunisia depending on the security situation in Libya.
