Context :

Under the overall supervision of the Head of Operation, direct supervision of the Pipeline Coordinator (Shelter/NFI & WASH) and technical guidance of Information Management Coordinator, the successful candidate will be responsible for implementing Monitoring, Reporting and Information Management activities for the Pipeline projects of the IOM South Sudan Mission.

In particular, s/he will be responsible for contributing to the design and supervision of tracking systems, consolidating lessons learnt and best practices, disseminating evidence of program achievements, and recommending corrective actions when necessary.

Core Functions / Responsibilities :

Monitoring & Reporting:

  1. Develop and implement overall tracking systems for Pipeline projects (objectives, outputs, indicators, field monitoring plans and quality assurance processes).
  2. Contribute technical inputs for the design and development of Pipeline monitoring and reporting methodologies (Post Distribution Monitoring (PDM) quarterly and annual monitoring and reporting)), PDM monitoring tools (questionnaires of household (HH) survey, FGD, KII, market assessment). Facilitate the integration and inclusion of IASC’s cross cutting issues (e.g Gender, Protection, GBV risk mitigation, Environment) in the methodologies and developed tools, and in all key information products.
  3. Prepare training modules, organize and conduct training for field staff (including enumerators) and/or Cluster’s partners on PDM tools and methodologies, checking that gender equality and protection is included in the training resources.
  4. Undertake and oversee regular field monitoring and evaluation visits with field staff and in coordination with partners and PSU to ensure technical compliance and timely execution of projects vis-à-vis approved plans and targets.
  5. Ensure timely collection of pipeline distribution reports from all partners, checking the relevance, and consult Pipeline Coordinator for any deviation found in the reports vs the pipeline request and ensure pipeline tracking is updated based on the reports received.
  6. Draft, review and produce reports and relevant surveys such as the PDMs, Pipeline survey performance, and other surveys and reports related to Pipeline projects.
  7. Provide inputs for preparation of new project proposals, development of logical frameworks and timely donor reports in compliance with key programme indicators and objectives. Contribute inputs for the drafting of project proposals and reports, including monthly, quarter and annual reports.

 

Data Management :

  1. Data Management and Collation – develop and enhance existing Pipeline data management tools for approval in close liaison with WASH Cluster, Pipeline Unit and SNFI Cluster. Set-up, implement and manage an integrated data management mechanism that will house all Pipeline related datasets – WASH and SNFI Clusters – and IOM Programme Units to ensure accurate and reliable data is collected, stored for both Clusters and IOM Programme Units.
  2. Perform other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • Master’s Degree in Social Sciences, Information Management, Graphic Design or related courses from an accredited academic institution with two years of relevant professional experience.
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Strong knowledge of Monitoring and Evaluation, post distribution monitoring in operations and emergency context;
  • Knowledge in Information Management;
  • Prior experience working with IOM and understanding of internal structures and functions;
  • Prior experience working in South Sudan and/or conflict affected complex humanitarian context;
  • With strong knowledge of Microsoft Office and design programmes (creative suit application);
  • Prior experience of the Cluster system and working in South Sudan and/or conflict affected complex humanitarian context.

 

Languages:

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
