Context :

Under the direct supervision of the Senior Regional Programmes Coordinator based in Dakar, and in close coordination with the Senior Programme Coordinator in London and the Core Governance Team, the successful candidate will be responsible for overseeing the activities in targeted countries of the Department for International Development (DFID) funded programme on ‘Safety, Support and Solutions in The Central Mediterranean Route’ (SSS-CMR). This programme covers 10 IOM country offices. It is cross regional and cross thematic, focusing primarily on the protection of migrants along the Central Mediterranean Route.

Core Functions / Responsibilities :

  1. Manage the overall planning of programme activities in the region, in due coordination with involved IOM field offices and respective Regional Offices, relevant Departments in Headquarters, government institutions and donors ;
  2. Develop monitoring, evaluation, reporting and information-sharing tools as well as communication protocols, to facilitate improved information sharing between all countries under the SSS programme and the Core Governance Team. This will include regular monitoring check-ins with country offices on work plan and programme progress, expenditures, risks ;
  3. Coordinate the implementation of the Programme, ensuring compliance with IOM standards, policies and procedures in the areas of voluntary return and reintegration and protection and assistance to vulnerable migrants ;
  4. Establish synergies among all project activities, including, but not limited to, trainings, workshops, data collection and analysis, and information campaigns to achieve the overall objectives of the programme. Ensure complementarity between the programme and other IOM activities in the region, specifically with the EU-IOM Joint Initiative for Migrant Protection and Reintegration ;
  5. Support the Senior Regional Programme Coordinator in coordinating all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities ;
  6. Oversee the timely implementation of the four programme Outcomes by regularly monitoring the progress and budget utilization throughout the implementation of the projects’ activities; and advise the Project Focal Points/Managers on corrective measures if necessary ;
  7. Carry out monitoring trips to Country Offices to review project implementation and progress against set indicators ;
  8. Support the Regional Office of IOM in Dakar in establishing and maintaining strong partnerships with Government entities, implementing partners, UN agencies and other stakeholders. This entails representing IOM and the SSS partners at the Regional Mixed Migration Working Group ;
  9. Represent IOM in programme related meetings and conferences on a national and international level; guarantee that the Organization’s interests, goals and positions are properly represented, and new conceptual ideas and initiatives introduced and discussed with IOM’s counterparts ;
  10. Ensure that country offices are equipped to attend local coordination meetings with other humanitarian and development actors by providing them with the necessary guidance and briefing them on relevant regional migration developments; as well as supporting them on any relevant action points ;
  11. Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements, including the completion of flexibility pro-forma ;
  12. Review programme’s reports prepared by IOM field offices for consistency and accuracy and ensure proper information exchange on policy and operational aspects of the projects between IOM, donors and other stakeholders. Elaborate general and/or specific information on programme activities as requested by donors/external parties, IOM Missions, the Regional Office, Headquarters and other relevant counterparts ;
  13. Coordinate and review country offices’ reports to ensure timely and quality project progress and implementation reports for submission to donors (in accordance with IOM and donor reporting procedures) ;
  14. Provide recommendations to the Core Governance Team and country offices, based on rolling analysis of and reporting on programming, options aimed at achieving maximum strategic programme responsiveness and accountability to beneficiaries ;
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience :

 Education :

  • Master’s degree in Migration Studies, Development, Political, International Relations, Governance Studies or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience ; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Operational and regional experience in coordination, project management and monitoring and evaluation of migration related projects ;
  • Experience in managing multi-country and regional projects, with experience of DFID-funded projects being highly desirable ;
  • Strong experience in coordination, communicating and liaising with governmental authorities, UN and international and national NGOs and other national/international institutions ;
  • Experience in the Western Africa region is highly desirable ;
  • Sound knowledge of refugee and migration related issues, including economic and social conditions of migrants in several countries ;
  • Excellent knowledge of technical cooperation principles, concepts and techniques ;
  • Good knowledge of financial and administrative management ;
  • Excellent writing, communication and negotiation skills ;
  • Ability to prepare clear and concise reports ;
  • Knowledge and understanding of M&E and reporting tools.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
