Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context :

The International Organization for Migration (IOM) – the UN Migration Agency occupies the leading role in supporting Member States in migration management. In Djibouti, IOM implements programmes of assistance to vulnerable migrants, capacity building of governmental institutions and strengthening the link between migration and development.

In the framework of the Migrants Protection portfolio, IOM is implementing with the support of the European Union, an EU Emergency Trust Fund (EUTF) project to support government in managing migration focusing on promoting health among transit migrants in Djibouti as well as capacity building of governmental counterpart in charge of migration. Specifically, IOM will implement a range of activities to help vulnerable migrants, namely; (1) support to national authorities to better manage the health needs of migrants; (2) capacity building of government health structures to improve the provision of migrant-friendly health care services; (3) support the government and civil society to help the most vulnerable children (including unaccompanied migrant children); (4) capacity building of governmental institution to manage migration.

Under the overall supervision of Chief of Mission and direct supervision of Programme Manager EUFT, the Reporting and Monitoring Evaluation Officer will provide necessary support in the implementation of the EUTF project.

Core Functions / Responsibilities :

  1. Ensure the Reporting and Monitoring and Evaluation component of the programme namely in the :
  • Development and implementation of studies including – baseline, mid line and satisfaction surveys of trainings, and rapid assessments ;
  • Support project teams in planning processes including preparation of action plans and development of project based M&E plans ;
  • Assist the Program Manager in planning, setting-up and institutionalisation of a country monitoring system ;
  • Undertake regular field/site monitoring visits to assess progress on the ground against action plans, and to promote compliance to quality and programme standards ;
  • Support the development and/or harmonisation of programme implementation tools.
  • Ensure the design, operationalisation and maintenance of a project database, and ensuring data quality, accuracy, consistency and completeness.
  • Assist the Program Manager in the development and implementation of project M&E learning and feedback mechanisms within IOM Djibouti’s programmes.
  • Undertake the collection of relevant data needed to inform programme reporting and communication messaging.
  1. Maintain good and effective professional relationships with partner departments and agencies ;
  2. Act as reporting focal point for this program ;
  3. Support the mission’s donor relations by contributing to project funding submissions/proposals and appeals ;
  4. Consolidate and analyze data on programme implementation and indicators in order to facilitate the preparation of interim and final donor reports as well as mission, regional and Headquarters periodic and activity-specific reports, as may be required in accordance with IOM procedures and donor requirements, in coordination with the relevant colleagues ;
  5. Research, draft and present any other documents necessary for project development, reporting and donor liaison purposes ;
  6. Ensure accurate observance of administrative rules, regulations and procedures within the framework of the EUTF Project and in line with IOM guidelines ;
  7. Fulfill internal procurement and other administrative formalities including the draft/printing/sending of official letters and other relevant documents in order to provide support to project activities ;
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Social Sciences, Law, International Relations or a related field from an accredited academic institution; or
  • University degree in the above fields with relevant professional experience

Experience :

  • Three years of work experience preferably in an international, non-profit environment ;
  • Demonstrated experience in project management, including in the areas of migration health, migrant assistance and child protection and capacity building for government ;
  • Ability to work effectively with local authorities, academic institutions and the broader community to advance country office objectives ;
  • Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines ;
  • Knowledge on East and Horn of Africa is an advantage ;
  • Experience required in the area of monitoring and evaluation as well as reporting ;
  • Excellent knowledge of Microsoft Office package ;
  • Experience in working in UN agencies will be considered as an asset ;
  • Experience with working as part of a multi-cultural team ;
  • Experience of using own initiative and problem-solving attitude.

Languages :

Fluency in French and English language is required. Working knowledge of Arabic is an advantage.

Other :

  • Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible ;
