Duty Station : Kinshasa, Dem. Rep. Congo

Classification : Professional Staff, Grade P4

Type of Appointment : Fixed term, one year with possibility of extension

Context :

Under the direct supervision of the Chief of Mission (CoM) for IOM Democratic Republic of the Congo (DRC) and technical oversight from the Senior Regional Resource Management Officer (SRRMO) as well as in close collaboration with the Department of Resources Management (DRM) and other relevant units at Headquarters (HQ) and Manila Administrative Centre (MAC), the successful candidate will be responsible and accountable for supervising and coordinating the administrative, budgetary, financial and human resources functions of the Country Office and its Sub-Offices.

Core Functions / Responsibilities :

  1. Supervise the day-to-day financial, human resources, procurement, logistics, security and other administrative activities of the Country Office, including ;
  2. Monitoring the financial management for the Mission and supervising the preparation of financial and donor reportsn ;
  3. Maintaining appropriate internal controls and development and implementation of relevant control systems ;
  4. Exercising oversight on financial expenditure and accountability ;
  5. Coordinating the implementation of administrative and human resources policies and practices (including recruitment) in the Country Office and its Sub-Offices; and ;
  6. Coordinating the preparation of Programme and Budget reports and proposals and the annual budget for the Country Office ;
  7. Supervise administrative and finance unit in accordance with the Organization’s regulations and procedures ;
  8. Participate in the Management Team in the development and implementation of short and long-term management objectives and goals when required. Liaise with Programme Managers regarding current and future levels of funding or activities ;
  9. Undertake duty travel related to administrative support to Sub-Offices, problem solve as requested by the CoM. Represent the Organization at relevant high level and interagency meetings (i.e. Operational Management Team meeting) ;
  10. Liaise with governmental, intergovernmental and other partner entities with a view of maintaining strong contacts and ensuring smooth implementation of IOM operations at all levels ;
  11. Manage the Country Office’s office premises, equipment, vehicles and supplies ;
  12. Support and offer advice and guidance to Sub-Offices in the matters related to IOM administrative issues, local institutions and regulations as well as human resources issues with a view to increasing their effectiveness ;
  13. Monitor, asses and evaluate the administrative and financial aspects of programme related activities of the Country Office and its Sub-Offices ;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or ;
  • University degree in the above fields with nine years of relevant professional experience ;
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience :

  • Experience with international institutions knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP is highly desirable ;
  • Experience in financial management, accounting and budgeting ;
  • Experience in human resources management ;
  • Experience with internal control assessment, internal and/or external/project audits ;
  • Ability to prepare clear and concise reports ;
  • High level of computer literacy, experience in computerized accounting systems and software; and ;
  • Field experience a plus, including in liaising with governmental and diplomatic authorities as well as with international institutions.

Languages :

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

  • Internationally recruited professional staff are required to be mobile ;
