Context:

The International Organization for Migration (IOM) in Chad is currently implementing a variety of projects through its Baga Sola sub-office. Activities include:

  • Camp Coordination and Camp Management
  • NFI distribution
  • Displacement Tracking
  • Return Intention Surveys
  • Shelter construction
  • Community profiling
  • Climate change induced displacement

Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator; the successful candidate will work in close coordination with the N’djamena-based Displacement Tracking Matrix (DTM) Coordinator and Information Management Unit to be responsible for the daily management of the activities implemented in

the Baga Sola Sub-Offices as outlined above. In particular, she/he will be responsible for: Page 1 / 4Core Functions / Responsibilities:

  1.  Manage the day to day operations of the Baga Sola Sub-Office, including preparation of operational advances, provision of accounting documents, overview of office maintenance, procurement and logistic needs, administrational management of the overall sub-office.
  2. Represent IOM in interagency coordination mechanisms, particularly the Camp Coordination and Camp Management (CCCM), Non-Food Items (NFI), and Shelter sub-cluster.
  3. Manage the Displacement Tracking Matrix (DTM) activities in Baga Sola closely; ensuring validation and triangulation exercises are strictly adhered to and timing of DTM rounds are enforced.
  4. Ensure data cleaning and supervision of data entry and management. 5
  5. Support and execute registration, profiling and other data collection exercises if and as required.
  6. Provide analytical reporting, including context-related verification of DTM reporting in close coordination with the N’djamena-based teams.
  7. Keep abreast of any security developments and ensure close coordination with the Emergency Coordinator and the Chief of Mission of any required adjustments.
  8. Support and implement NFI distribution in close coordination with the NFI coordinator.
  9. Support the development of a context-based community profiling methodology which will be directly implemented, overseen and analyzed.
  10. Provide event-based analysis and reporting as required and necessary.
  11.  Perform such other duties as may be assigned.

 

Required Qualifications and Experience:

Education

  • Master’s degree in Data Management; Project Management, Reporting or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience
  • Professional experience in programme coordination and managerial responsibilities specifically around population tracking, data analysis and project management;
  • Experience in field-work in a challenging environment;
  • Experience in implementing projects in fragile and post-conflict political settings; • Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment;
  • Must be familiar with the UN security system;
  • Strong and proven, analytical skills.

Languages

Fluency in French and English is required. Working knowledge of Arabic is an advantage. Page 2 / 4Desirable Competencies:
