Please note : The location of this post is flexible and can be in any country where the IRC has an office. The successful candidate will be appointed as a local/national staff member and must already have the right to work in the country where s/he will be based.

 

The IRC’s Emergencies and Humanitarian Action Unit :

The IRC’s Emergencies and Humanitarian Action Unit (EHAU) oversees IRC’s global acute emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complicated humanitarian challenges.  The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.

Job Overview/Summary :

The Crisis Analyst is a core member of the IRC’s Global Crisis Analysis team, which supports the IRC to understand – and thus respond better to – humanitarian crises. Working in partnership with other team members, the wider EHAU and global Policy and Advocacy departments, and colleagues across the IRC, s/he will deliver analysis of the drivers and impacts of the most serious humanitarian emergencies. Her/his analysis will enable the IRC both to respond rapidly in new emergency situations and to deepen its understanding of more protracted crises.

Major Responsibilities

Complete Emergency Classifications on a day-to-day basis, providing rapid assessments of the severity of new emergencies and recommending how the IRC should respond (45%) :

  • Rapidly classify new emergencies using the IRC’s internal classification system, to support senior IRC colleagues to allocate emergency response resources. Training on this system will be provided ;
  • Maintain Emergency Classification systems, in particular ensuring that timely notifications are issued and that clear records are kept ;
  • Support EHAU Measurement Analyst on periodic updates to back-end data and analysis of Emergency Classification system ;
  • Flag new emergencies that could be classifiable and agree with affected Country Programs how to proceed.

Contribute to ongoing Crisis Analysis reports (35%) :

  • Help develop and deliver regular Global Crisis Analysis reports, providing the IRC with ongoing analysis of both new and protracted crises. Her/his first priority will be to coordinate a new project examining the impacts of COVID-19 on IRC operating countries ;
  • Contribute to global-level monitoring of emergencies, drawing on both internal and external sources ;
  • Collect and present data about new and ongoing crises in formats that are easy for colleagues to use ;
  • Design and distribute Crisis Analysis reports/products.

Contribute to one-off/annual Crisis Analysis projects, particularly Watchlist (20%) :

  • Contribute to producing the IRC’s annual Watchlist. Key tasks will include collecting data, engaging IRC colleagues and drafting the report ;
  • Contribute to drafting Crisis Analysis proposals as requested.

Profil :

Education/experience : An undergraduate degree or equivalent proven experience.

Demonstrated skills and aptitudes :

  • Aptitude for understanding complicated situations and ability to explain them in simple, relevant terms to non-expert audiences ;
  • Curiosity about humanitarian and global affairs, a thorough approach to understanding them, and humility given the difficulty of doing so ;
  • Ability to quickly and accurately digest large amounts of qualitative information, identifying the most important details ;
  • Other relevant skillsets and experience highly valued, e.g. mapping/GIS, early-warning systems, protection analysis, data analysis/management, advocacy experience, humanitarian access, etc. ;
  • Organized and structured approach to working. Ability to respond to multiple priorities in a timely manner, ensuring high-quality products are delivered in a fast-paced environment ;
  • Excellent writing and editing skills, including the ability to write clear and analytical prose ;
  • Ability to work collaboratively and sensitively with a diverse range of geographically dispersed colleagues ;
  • Strong dedication to the IRC’s mission, purpose and values. 

 Language skills : Superb English-language oral and written reporting skills. Other language skills an additional advantage.

 Working environment :  Some travel (5-10%) may be required, including to insecure field locations.
