Descriptif du poste :

Over 80 years ago, Albert Einstein helped create the International Rescue Committee (IRC). Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

 In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts – first from the devastating civil war and now from the Ebola crisis.  The Scaling Up Health Services Activity presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work :

The IRC has entered into a four-year cooperative agreement with USAID to implement the Scaling Up Health Services Activity in Liberia.  This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services.  In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

 This new award is designed to build on the gains achieved under the previous USAID community health grant; “Partnership for Advancing Community-Based Services (PACS)”, implemented by the IRC and partners. PACS supported the government to strengthen health systems, improve reproductive maternal and child health, as well as restore public confidence in health facilities and health staff. PACS also provided support to build the government of Liberia’s capacity to control infectious diseases and efforts to rebuild the health system.

 

Scaling Up Health Services Activity Implementation Overview :

This project is USAID’s flagship community health services activity and will be implemented in Bong and Lofa Counties with support to the Community Health Program Unit at the Ministry of Health.  The IRC and partners will assist in the decentralization process and ensure that county and community-level systems are equipped to deliver high quality community-based services in line with key MOH strategies. Project staff will work in close collaboration with MOH staff of the relevant units, and county offices in strengthening their capacity to effectively supervise and coordinate community-based health activities.

 IRC is seeking a Liberian National to serve in the role of Sr. Coordinator-Community Health Engagement (SCCHE) for this 4-year USAID award. The primary purpose of the project is to provide health care service in hard-to-reach areas while transferring ownership to the government by increasing coverage of CHAs in underserved districts, improving their capacity to deliver quality health services as well as strengthening CHTs and communities’ capacity to plan, manage and monitor health services.  The SCCHE will work under the supervision of the DPD to implement and manage community health services and community event-based surveillance (CEBS) interventions under the project. The SCCHE will provide technical support to the Coordinators in the field and ensure that logistics required for quality programing are delivered in a timely manner.

Job Responsibilities :

  • Provide overall leadership and oversight of governance/community engagement activities ;
  • including PDIA, Community Scorecards and other strategic innovations ;
  • Lead the coordination of training at the national level—overseeing the organizing and liaising with training focal persons at national and county levels to ensure execution in alignment with training objectives ;
  • Ensure coherence and coordination with relevant project activities including CLTS, nutrition, livelihoods, disaster risk reduction, one health, and other integrated services offered at county levels ;
  • Offer surge support in M&E and technical implementation to county teams, as needed ;
  • Work under the supervision of the DPD to implement and manage community health services as well as to strengthen CHTs and communities’ capacity to plan, manage and monitor health services components and related capacity strengthening activities ;
  • Support DPD in defining the activities for the annual implementation plan and implementing the activities to achieve the greatest impact toward project goals and objectives ;
  • Coordinate with the M&E and field teams to collect and collate data to generate the monthly, quarterly and annual project reports ;
  • Collaborate with MOH and field teams to plan and organize all training and supervision events for CHSSs, CHAs. and CHVs in the counties ;
  • Work with Community Health Coordinators (CHCs) to draft all training budgets and submit to finance for review and approval ;
  • Coordinate with M&E and Grants to develop a training data base and ensure that all relevant data related to trainings held are entered into the database ;
  • Liaise with USAID IPs to support project activities including the supply chain unit, central medical store and county pharmacists to track commodities distributions schedules and advise CHC accordingly ;
  • Represent the project on relevant technical working group at national level ;
  • Support technical leads with the operational research to study referral and counter referral systems and rollout the innovations to improve this process ;
  • Contribute to the design and delivery of presentations, workshop content and written materials related tothe project.

Profil :

  • Bachelor’s degree from an accredited institution in a health related field (public health, nursing, health education, nutrition, behavioral health, etc).
  • Minimum of five years’ experience coordinating community health services at the nation, county and districts levels in Liberia.
  • Significant experience working with CSOs partners, CHTs at the county level.
  • Must have experience in providing group training and be knowledgeable of adult learning strategies and familiarity with clients with low literacy
  • Significant previous experience managing operations for similar programming.
  • Experience working in the Liberia and/or West Africa preferred.
  • Strong negotiation skills and ability to develop relations with local counterparts, donors, and other stakeholders.
  • Demonstrated innovation and success in gender-sensitive programming and implementation.
  • Strong communication skills, both oral and written including experience in developing technical project reports; and inter-personal skills
  • Problem-solving, multi-tasking, independent judgment, and time management, particularly in a multi-cultural environment.
  • Strong communication, both written and oral, including ability to review and provide feedback on sub-grantees reports.
  • Able to respond rapidly to changing environments, yet remain productive, focused.
  • Willingness to travel frequently to remote program locations, often for an extended period.
  • Strong computer literacy skills and experience working with Microsoft Word, Microsoft Excel, and PowerPoint.
