Context :
- The African Development Bank (the “Bank”) hereby invites individual consultants to indicate their interest in the following assignment: Communication Consultant.
The assignment entails working with the Bank’s syndication, co-financing and client solutions department (the “Department’) to design and implement a department marketing and communications strategy.
- The services to be provided under the assignment include assisting the Department to:
- Develop and implement an integrated communication plan
- Prepare relevant communications materials for dissemination to stakeholders
- Monitor and report on the performance of marketing and communication activities relating to syndication, co-financing and client solutions
- Deploy the Bank’s communication tools and resources to reach targeted audiences
- Expand and update online material related to co-financing, syndication and lending activities
- Procure and manage external marketing and communications service providers
- Organise and coordinate PR and communication for events such as business opportunities seminars, signing ceremonies, project launches, workshops, etc.
- Liaising with the Bank’s communication and external relations department (PCER), draft press releases and disseminate to local and international media
- Prepare communications progress reports
- Perform other relevant tasks as required
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Corporate Consultants. Please note that interest expressed by a consultant does not imply any obligation on the part of the Bank to the consultant in the shortlist.
- The estimated duration of service is twelve (12) months and the estimated starting date is 23 September 2019 at the Bank’s headquarters in Abidjan, Cote d’Ivoire.

- The syndication, co-financing and client solutions department invites individual consultants to indicate their interest in providing the above-described services. Interested consultants shall provide information on their qualifications, experience, and ability to undertake this assignment (for example, documents, reference to similar services, and experience in similar assignments) in the expressions of interest.

SYNDICATION, CO-FINANCING & CLIENT SOLUTIONS DEPT (FIST)

Background :
The assignment will entail working with the Bank’s syndication, co-financing and client solutions department (the “Department”), and other departments concerned across the African Development Bank, to design and implement existing marketing and communications strategy in support of the cofinancing, syndication and client solutions activities.
Objective :
The objective of the assignment is to raise the visibility of the Bank’s co-financing activities among its relevant internal and external stakeholders.
Scope of work :
- Develop and implement an integrated communication plan for the Department.
- Prepare relevant communications materials for dissemination to stakeholders.
- Monitor and report on the performance of Department marketing and communication activities
- Deploy the Bank’s communication tools and resources to reach targeted audiences.
- Expand and update online material relating to co-financing
- Procure and manage external marketing and communications service providers.
- Organise and coordinate public relations and communications for events such as business opportunities seminars, signing ceremonies, project launches, workshops, etc.

Qualifications :
- A master’s degree (or equivalent) in marketing/communication, business administration or related fields
- 7 or more years of relevant and practical experience
- Demonstrated skills and expertise in the field of communications
- Knowledge of Africa and African development issues
- Familiarity with the business processes of the African Development Bank or similar institutions
- Ability to communicate orally and in writing in English and French
- Competence in relevant Microsoft business applications (Outlook, Word, Excel, PowerPoint, SharePoint, Visio, etc.)
- Be a national of one of the member countries of the African Development Bank
Duration and location :
The estimated duration of services is 12 months and the estimated starting date will be 1st October 2019. The consultant will undertake the work on site at the Bank’s headquarters in Abidjan. Work space will be provided by the Bank, including connection to the Bank’s network for consultant-provided computer.
Reporting line :
The communications consultant will report to the Division Manager, syndication, co-financing division (FIST 1).
Costs :
The consultant will receive a monthly lump sum commensurate with his/her experience. No additional benefits nor daily allowances will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will provide a single round-trip economy flight from/to point of origin and will cover the full costs of any required missions and provide daily allowances in accordance with the rules governing mission travel for consultants.
