Organizational Setting :

The FAO Country Zimbabwe is responsible for supporting Government in consultation with all stakeholders to develop, promote, oversee and implement policies for addressing national food, agriculture and rural development priorities. It develops and maintains relations with national institutions (ministries, department and administrations) as well as the private sector leaders and other development partners. Among the priority policy issues are\: agriculture investment, irrigation, mechanization, livestock, fisheries, nutrition…

Reporting Lines :

The Agro-food Systems Investment Policy Consultant reports to the FAO Representative and Sub-regional Coordinator, and maintains regular contact with the Agro-Food System Investment policy Officer in the Sub-Regional Office for Southern Africa, for functional guidance on matters relating to policy and governance support in the food and agricultural sectors.

Technical Focus :

Supporting the AGRINVEST and other policy processes, as well as resource mobilization at sub regional and country level :

  • Capacity at country level built on : using public resources to leverage private investments in the agriculture and food systems; promoting commodity value chains; and  (re)building agriculture food systems institutions ;
  • Overall support to improve agricultural instrument–based policies (mechanization, irrigation, livestock, genetic material…) in the country ;
  • Support provided to develop instrument based country investment plan .

Tasks and Responsibilities :

  • Work with Government to prepare the new Country Programing Framework ;
  • Provide technical support to the AGRINVEST Initiatives in Zimbabwe ;
  • Support the Government to set-up the Agriculture Development Fund ;
  • Support the Government to reform the Agriculture and Rural Development Authority ;
  • Provide technical support to the preparation of the second generation of the Zimbabwe Agriculture Investment Plan (ZAIP).

Minimum Requirements :

  • Advanced university degree in agricultural economics, development economics, political sciences, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), geography, or related field ;
  • Twelve years of relevant experience in policy advice and analysis relating to agribusiness, agriculture finance, value chain development and overall food and nutrition security ;
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills :

  • Work experience in more than one location or area of work, particularly in field positions is desirable ;
  • Relevance and extent of experience in policy analysis and advise relating to food and nutrition security, sustainable agriculture, and rural development ;
  • Relevance and extent of experience in working with inter-governmental bodies and multi-disciplinary teams .
