Summary :

The work schedule for this position is :

Full Time 40 hours per week

Start date : Candidate must be able to begin working within a reasonable period of time two weeks of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties :

Basic Function of the Position :

  • Basic Function of the Position – The primary responsibility of the incumbent is to acquire commodities such as spare parts, office supplies, office furniture, residential furniture, IT supplies and equipment and hardware locally and offshore using U. S. Government Procurement offices or commercial sources with or without GSA contacts ;
  • Reviews procurement requests for completeness and presence of necessary technical information, consults with requesters if necessary to gather necessary information and prepare technical specifications, estimates probable cost, and identifies financial accounts to which purchase is to be charged.

Qualifications and Evaluations :

Requirements :

EXPERIENCE :  Three to five years of progressively responsible experience in the procurement and related fields, of which two years should be in procurement work, preferably in U.S. Government or in coordination with USG procurement regulations.

JOB KNOWLEDGE :   A good working knowledge of Department of State and associated agency procurement regulations, instructions and procedures, GSA Catalogue, U.S. Federal Specifications and Standards, and of contacting procedures and practices. Must have a good knowledge of local market practices, and of the capability and reliability of local suppliers. Must understand local pricing customs and practices.

Completion of Secondary School

LANGUAGE :  Level III English ability (good working knowledge) and level IV French are required.

SKILLS AND ABILITIES :  Computer skills- Word processing, excel and database are required. Keyboard where speed and accuracy are required. S/he must have basic numerical skills.

  • Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in N’Djamena/Chad may receive a compensation package that may include health, separation, and other benefits ;

  • The pay plan is assigned at the time of the conditional offer letter by the HR Office.
