Summary :

The work schedule for this position is : Full Time 40 hours per week.

Start date : Candidate must be able to begin working within a reasonable period of time two weeks of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties :

Incumbent serves as the Executive Assistant for the Deputy Chief of Mission (DCM). The position requires initiative, flexibility, and strong organizational skills.  A Top Secret security clearance is required due to sensitivity of the office.

Receives and routes incoming mail, cables, packages, and other correspondence for the DCM or other appropriate staff members; is responsible for all “Chronological” and “subject” files; upon request, assembles background information from post files and other records to be used for special projects or correspondence. Receives calls and visitors and refers them to the appropriate person. Maintains the DCM’s calendar, scheduling appointments, handling travel arrangements and advising on upcoming appointments and deadlines. Assists in tracking and drafting correspondence, prepares invitations for official social functions.  Assists in reservations of rooms and preparations for special events held at the Embassy.  Provides back-up payroll processing duties.

Draws up supply requests, including items for receptions and special events.  Maintains administrative supplies and program property inventory records and replacement schedules. Submits work orders and transportation/motor pool requests.  Prepares petty cash requests for local purchases, purchase requests for Procurement, ORE payments, and representation vouchers for events hosted by the EXEC Office, and liaises with Procurement, GSO and B&F as applicable. Assists the Political/Economic Section with its programming, scheduling and grants as needed. Supervises maintenance workers performing repairs.  Reviews all eCC requests and ensures proper distribution to and action by relevant offices.

Sets up and maintains Post’s Chronological and Subject files, DCM and P/E contact lists, assists in collecting biographic and other information on key institutions and individuals in the fields of politics, economic and commercial activity, and democracy and development.  Scans and enters the data into a biographic database.  Contributes to guest lists for representational functions, and distribution lists for books and other public affairs materials. Backs-up and provides assistance when needed to the Ambassador’s OMS.

Provides appropriate travel arrangements, including drafting country clearance cables; filing proper forms for reservations, expediters, and motor pool; tracking all TDY visitors; and carrying out other administrative and logistics support for TDY visitors.

Qualifications and Evaluations :

Requirements : EXPERIENCE: Two years of experience in office management to include typing, answering phones, filing, etc. are required.

JOB KNOWLEDGE : Job holder must understand how the mission and its offices and agencies operate, who is who, and their responsibilities; must understand in general terms the composition of the host government and how it functions; must be able to run an efficient office and be technologically proficient.

Education Requirements : High School Education is required.

Evaluations : “This may be tested”

LANGUAGE : Level IV English is required

SKILLS AND ABILITIES Optional : Typing skill which includes skill and accuracy is required. Must be able to set priorities, meet deadlines, take messages and perform most clerical work.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in N’Djamena/ Chad may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
