Background :

Scaling Up Nutrition (SUN) is a multi-stakeholder movement to reduce hunger and under-nutrition and contribute to the realization of all the Sustainable Development Goals, with a specific focus on the importance of first 1,000 days of life to prevent malnutrition. The Scaling Up Nutrition (SUN) movement focuses on promoting the implementation of evidence-based nutrition specific and nutrition sensitive interventions; integrating nutrition goals into broader efforts by bringing together other sectors and multiple actors to scale-up nutrition actions.

Liberia joined the SUN movement in 2014. The Vice President is the national Lead Convenor for SUN and the SUN Secretariat is expected to be located within her office. The SUN secretariat is responsible for coordinating government and stakeholders working on nutrition and food security in the country to effectively contribute to the implementation of the National Food and Nutrition Security Policy and Plan. This is done through the five networks – government, civil society organization, business, donors and the United Nations. Each network has its own system of governance and accountability. The government of Liberia recruited a SUN Focal Point ad interim in late 2017 and proposed to establish a SUN secretariat responsible for coordination of government and stakeholders working on nutrition.  The SUN Focal Point ad interim is currently hosted by the Nutrition Division of the Ministry of Health. The SUN Civil Society Alliance (SUNCSAL) and the UN Network (UNN) were established in 2016 but other SUN Networks (academia, business, donors) are not yet in place. During her visit to Liberia in July 2018, the Rome-based Director and Global Coordinator for REACH/ UNN Secretariat recommended that the SUN Secretariat be hosted in the office of the Vice-President. The Liberia Zero Hunger Strategic Review[1] whose final report was launched in May 2017 by the President of Republic also recommended that a steering committee of food and nutrition security be hosted in the President or Vice President’s office. Similar recommendation was made in 2015 to host the Steering committee of food and Nutrition security in the Vice President’s Office.

REACH (Renewed Efforts Against Child Hunger and Undernutrition) is a UN inter-agency partnership founded by FAO, UNICEF, WFP and WHO and joined later by IFAD. REACH is a service of the UN network with tools, human resources and experiences that can be drawn upon to achieve the UN network strategy outcomes. Since its establishment in 2008, REACH has successfully employed and refined a country-centred, multi-sectoral approach to help strengthen national capacities for nutrition governance and scale-up of nutrition actions to reduce malnutrition. The UN Network for SUN Strategy 2016-2020, outlines the commitments and contributions of the United Nations towards the SUN Movement and aims to (i) provide enhanced harmonization and coordination by UN agencies; and (ii) provide support to national nutrition efforts for scaling up interventions.

REACH support is adapted in accordance to the needs of each country to support the following outcomes:

Outcome 1: Increased awareness of the causes of malnutrition and potential solutions.

Outcome 2: Strengthened national policies and programmes with increasing resources/budgets.

Outcome 3: Increased human and institutional capacity to support the scaling up of nutrition actions at all levels.

Outcome 4: Increased efficiency and accountability of national efforts.

Outcome 5: Harmonized and coordinated United Nations nutrition efforts.

 

The UN Network in Liberia was established in 2016 by five agencies (FAO, IFAD, UNICEF, WFP, and WHO). On the request of the Global REACH secretariat, WFP has been facilitation the exploratory missions of REACH in Liberia.  In mid-August 2018, the UN Country Team assigned to WFP the responsibility to lead the UN thematic group for nutrition and chair the UN network for nutrition. The UN seeks the services of a National REACH Officer to support REACH activities. The National REACH Officer will be hosted by WFP and will work closely with the SUN Coordinator/SUN Focal Point based in the Vice President’s Office, as well as with other secretariat staff with nutrition governance responsibilities. The National REACH Officer will provide oversight to the implementation of the UN Network/REACH Country Implementation Plan (CIP) and will liaise with the government, civil societies, UN network, donor communities and other stakeholders to advocate for investments in nutrition, integrate nutrition across multiple sectors and strengthen governance and accountability for nutrition within the country.

 

Responsabilités :

The National REACH Officer will serve under the joint co-ordination of the Chair of the UN Network and the SUN Coordinator.  For day to day support, the National REACH Officer will liaise with the UN nutrition focal points. He/she will also work in close liaison with the REACH Regional Facilitator and UN Network/REACH secretariat. The National REACH Officer will work under the direct supervision of the Country Director or his/her designate. He/she in consultation with the SUN secretariat and UN network will be responsible for the following duties:

  Strategic planning and analysis  :

  • Support review of all nutrition related policies, strategies, guidelines, action plans and any other policy related documents to identify opportunities to strengthen the existing policies and/or identify gaps and the need to develop new plans and frameworks.
  • In consultation with SUN secretariat M&E officer and other SUN networks, update a stakeholder and action mapping of the nutrition-specific and nutrition-sensitive programmes, their nutrition actions, coverage of beneficiaries, delivery mechanisms and document the existing programme budgets;
  • Using the latest UNICEF’s conceptual framework for undernutrition, support a multisectoral nutrition overview by repackaging existing nutrition-related data across sectors to establish a common understanding of the nutrition situation in Liberia and related challenges across multiple sectors.
  • Facilitate stakeholders’ consensus on core nutrition actions of nutrition-specific and nutrition-sensitive interventions to be scaled up across the country.
  • Support the SUN Secretariat to identify and facilitate linkages and leverage existing in-country initiatives/ opportunities/platforms to integrate nutrition related priorities/ actions.

  Multi-sectoral/Multi-stakeholder Coordination :

  • Provide support to convene and facilitate national multisectoral and multi-stakeholder advocacy meetings, stakeholder workshops, engagement of media, parliamentarians, nutrition champions, etc.to enhance awareness on multisectoral approaches to address nutrition.
  • Support the SUN secretariat to strengthen the multisectoral/multi-stakeholder co-ordination platform at national and district level, through co-ordinated engagement of multiple sectors and stakeholders including the various SUN country networks (key line ministries, UN agencies, CSOs, business and donor partners) to address key nutrition issues and/or nutrition related challenges outlined above.

  Advocacy and knowledge sharing :

  • Finalise key nutrition-specific and nutrition-sensitive messages as well as prepare multi-sectoral briefing notes for parliamentarians and ministers as and when needed ;
  • Support the UN network and SUN secretariat to develop an advocacy package on importance of multisectoral approaches to address malnutrition.

  UN coordination in nutrition :

  • Facilitate synergized/integrated effort of UN system for coordinated support to government ;
  • Support completion of UN inventory on nutrition actions.

    Support UN leadership and Government :

  • To engage with Government to operationalize formal establishment of SUN Focal Point in the Vice President’s office with a view to promote effectiveness and inclusiveness of coordination among stakeholders

  Management and Admin :

  • Coordinate work and mission of REACH team in-country ;
  • Supervise short-term consultants – as required ;
  • Work with the UN finance officer to monitor REACH financial resources in-country ;
  • Prepare regular progress and donor reports in close liaison with the UN Network nutrition focal points .

    Perform other related duties as required .

 

Deliverables :

  • Multisectoral nutrition overview review completed ;
  • Updated stakeholder and nutrition action mapping report completed ;
  • Stakeholder consensus on Core Nutrition actions completed ;
  • Multisectoral Policy and Plan Overview report completed ;
  • Multi-sectoral nutrition messages and advocacy toolkit finalised ;
  • Briefing reports prepared and quarterly briefing meetings held ;
  • Updated National Multisectoral Food and Nutrition Security Implementation Plan drafted ;
  • Multi-sectoral nutrition coordination meetings convened regularly and meetings proceedings documented and disseminated ;
  • Terms of reference of SUN network reviewed and finalised ;
  • SUN Self-assessment successfully facilitated by the UN Network ;
  • UN Nutrition Inventory report completed and disseminated ;
  • Donor and financial reports written as and when required .

 

Qualifications and experience required :

Education :

  • Advanced university degree in nutrition, public health, public policy or administration, agriculture, or related field.

Experience :

  • At least 7 years of professional experience in managing nutrition, food security, public health programs, policy processes ;
  • Experience in managing multi-parties and multi-sector working groups ;
  • Experience in institutional capacity building at the national level ;
  • Experience in the Liberia country context is highly preferred ;
  • Previous working experience with governments, donors and civil society organizations is an asset ;
  • Experience in monitoring and evaluation ;
  • Experience in decentralization processes is desirable.

Technical Skills & Knowledge :

  • Technical background in nutrition, food security, and/or public health; OR technical background in management and change management ;
  • Knowledge of the UN System and the SUN Movement is an asset ;
  • Advanced skills in MS office (particularly Excel and PowerPoint) .

Competencies :

  • Proven ability to strengthen capacity of national counterparts and partners to sustain activities and decentralised processes;
  • Strong skills in facilitation, project management, team-building, and conflict resolution or mediation ;
  • Ability to manage and conduct large and complex analyses, including collating and presenting multi-source data; monitoring and evaluation and progress reporting ;
  • Strong action management and teamwork skills : ability to establish priorities and to plan, coordinate and monitor own work plan and those relevant to the team and partners ; ability to follow up deadlines; accuracy and attention to details and high quality deliverables; and
  • Excellent communications and interpersonal skills ; ability to influence and interact with senior level decision-makers across different organizations and cultures; to act with credibility, tact and diplomacy on sensitive issues and discussions .

Language :

  • Fluency in written and spoken English language.
