Over the last decade, the four countries around Lake Chad Basin, Cameroon, Chad, Niger, and Nigeria have experienced unprecedented crises exacerbated by repeated incidences of violence from the Boko Haram terrorist group. In response to the situation, the Lake Chad Basin Commission (LCBC), in partnership with African Union (AU) Commission with support from UNDP, developed the Regional Strategy for the Stabilization, Recovery & Resilience of the Boko Haram-affected Areas of the Lake Chad Basin (RSS). The RSS provides a comprehensive, integrated, and multilevel framework for overall stabilization through nine inter-related pillars, including military support to the MNJTF, humanitarian assistance, and critical interventions to secure early recovery and long-term resilience.

UNDP has developed the Regional Stabilization Facility (RSF) for the Lake Chad Basin region in support of the RSS implementation. The RSF is set up with four national windows, one window for each of the countries affected by the crisis: Cameroon, Chad, Niger, and Nigeria. The four national windows cover stabilization activities under the primary stabilization component.

To support the implementation of the strategy, the RSS Secretariat has developed the Territorial Action plans in collaboration with the Governor’s offices of the eight affected territories and the UN agencies.

The RSS Secretariat is seeking one professional Photographer/videographer to document signs of progress made in the implementation of the RSS across the four countries (Cameroon, Chad, Niger, and Nigeria) and the eight territories for four weeks. Photo-documentation of the program activities (human-interest photo-essays, infrastructure where RSF/RSS has been working, field activities, engagement with communities or beneficiaries) for public dissemination by the RSS secretariat.

 

Scope of Work :

Under the overall supervision of Head of stabilization, the consultant will report directly to the Communications Specialist to deliver the documentary.

The Contractor will be expected to deliver any of the following as required during the whole duration of the contract :

  • Photo-documentation of the Programme activities (human-interest photo-essays, infrastructure where UNDP and partners has been working, field activities, engagement with communities or beneficiaries), for public dissemination by RSS Secretariat ;
  • Clearly identify location, name and age of interviewees, quotes, and any relevant details ;
  • Include appropriate UNDP and its partners branding and crediting of RSS ownership for the produced videos ;
  • Archive the edited output in an external hard disk along with professional log ;
  • Photos produced on the Assignment will successfully capture and emotionally express the core elements of the situation assigned for coverage ;
  • The coverage will include different visual perspectives (close-up, medium range, long distance), with a preference for horizontal framing, as noted ;
  • Photos will be technically good (properly exposed, framed, focused, and edits well optimized). Complete caption information and other metadata will be embedded in the files, as described ;
  • Conduct 20 interviews of Governors and beneficiaries (the list will be shared after conclusion of the contract) ;
  • The company will work closely with the Communications Specialist to develop a script covering the needs of the client and considering, highlighting the specificity of the Lake Chad Basin region. In a stabilization context, the consultant will describe its approach wish should be innovative considering the COVID-19 context and the issue to move easily in all the territories. At the end of the assignment, the contractor is expected to deliver ;
  • A minimum of 200 color and/or black and white (as required) digital images in high resolution shot as RAW files (300 pixels/inch: minimum size 3000 x 2000 pixels); and the same selection in lower resolution (1000 pixels longer edge, JPEG format) to be delivered to RSS Secretariat on memory stick, hard drive or via providing a link to a shared drive in Internet ;
  • A word file with captions / information related to photos, as per UNDP guidelines ;
  • Consent forms / Release forms signed by parents or legal guardians of children, refugees, IDPs, reintegrated person as per UNDP guidelines ;
  • 20 interviews in a format who can be displayed on social media platforms and websites ;
  • The contractor will report to the Communication Specialist, who will regularly communicate with the contractors and provide feedback and guidance on their performance and all other necessary support to achieve objectives of the assignment and remain aware of any upcoming issues related to contractors ‘performance and quality of work ;
  • The Communications Specialist will liaise the Team with the national windows (Head of stabilization and Communication Specialist). They will help the consultant to identify the needs on the field ;
  • All activities and deliverables undertaken by the contractor shall be discussed and planned in consultation with the RSS Secretariat. The contractors are expected to deliver each component of the work plan electronically ;
  • Performance indicators for the evaluation of results

The evaluation of the contractors ‘performance will be based on :

  • Completion of tasks specified in ToR ;
  • Compliance with the established deadlines for submission of deliverables ;
  • Quality of work ;
  • Demonstration of high standards of work with UNDP and with counterparts ;
  • The consultant should include in his offer logistical aspect (transport, accommodation…).

Technical Competencies :

  • Technical expertise and experience in landscape, technical and portrait photography, with proficiency in photo editing skills ;
  • Experience of working with UNDP and/or other UN agencies is an asset.

Language and other skills :

  • Ability to work in a multicultural environment, Fluency in French and English are required ;
  • Excellent knowledge of the Lake Chad Basin countries local languages Kanembou, Boudouma, Kanouri, Fula/Fulfulde, Haussa, Toubou, Arabic, …, including the ability to set out a coherent argument in presentations and group interactions will be an asset ;
  • Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities, project staff)

Applications of the candidate should include :

  • Latest CV and UN personal history form ;
  • 5-10 photographs made by the candidate and/or a link to the source where her/his work can be viewed.

  • 5 years of working experience in videography/video editing, for events or different type/scope, preferably in the development and social context ;
  • Demonstrated experience of conception, production and editing of mini video documentaries and PSAs ;
  • Experience covering social, security, humanitarian and development subjects will be an asset ;
  • Minimum completed secondary education supported with certified specialized training in photographyTechnical expertise and experience in landscape, technical and portrait photography, with proficiency in photo editing skills ;
  • Experience of working with UNDP and/or other UN agencies is an asset ;
  • Excellent knowledge of the Lake Chad Basin countries local languages Kanembou, Boudouma, Kanouri, Fula/Fulfulde, Haussa, Toubou, Arabic, including the ability to set out a coherent argument in presentations and group interactions will be an asset.
