Background :

Organizational Setting and Reporting Relationships :

Organized crime groups have long focused on speeding up transportation of drugs and other illicit goods by using ships, containers or aircrafts and on transporting ever larger amounts of drugs, and illicit goods. As the global number of air passengers is expected to double in the coming 20 years, the growing connectivity offered by airlines is prone to exploitation by high-risk and suspicious passengers, such as illicit traffickers, but also terrorists (including potential foreign terrorist fighters and returnees) or victims of human trafficking. Across the globe, the increased use of express mail, baggage on rush and rip off, etc. have also been recorded as emerging methods of trafficking by air.

Despite efforts being made, most countries in Africa still lack the technical and technological capabilities to undertake comprehensive and efficient profiling, inspections of shipments and luggage, or body checks without impacting the smooth operations of commercial airports. Existing national law enforcement initiatives are further undermined by a limited level of specialization, poor inter services coordination as well deficiencies in available means of operational communication. In addition, the sharing of information between law enforcement agencies in source, transit and destination countries is often inexistent, while drugs, illicit goods and high-risk passengers may transit several times and leave a trail of key information.

The Airport Communication Project (AIRCOP “Establishment of real-time operational communication between international airports”), implemented by UNODC in partnership with Interpol and WCO, aims at rooting a culture of intelligence gathering and information sharing in regular working practices of law enforcement agencies present at international airports and at building their capacities to detect (through targeting and profiling) and interdict drugs, illicit goods and high-risk passengers.

UNODC Regional Office for West and Central Africa (ROSEN) requires a National Programme

Specialist on law enforcement at airports to support of the implementation of the AIRCOP project in Africa.

Direct Supervision by: The position is located within the UNODC Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. Under the overall guidance of the UNODC AIRCOP Global Coordinator and the direct supervision of the Regional AIRCOP Project Coordinator for Africa, all based in Dakar, the National Project Officer will be responsible for coordinating operational issues related to the implementation of AIRCOP activities in Africa.

Duties and Responsibilities :

The National Programme Specialist will support the AIRCOP Regional Coordinator for Africa in providing technical support to law enforcement agencies in AIRCOP countries to fight all forms of trafficking by air, specifically on targeting / profiling of illicit cargo and suspicious passengers, threat analysis and use of secure law enforcement communication tools.

The National Programme Specialist will support the needs assessments of training and equipment needs of the JAITFs; the facilitation of training courses, mentoring sessions, best-practices exchange programmes and regional specialized training events; the development of training curricula and programmes; and the identification and liaising with training providers and law enforcement experts.

The National Programme Specialist will carry out the following tasks :

  • Contribute to formulating, planning, implementing and reporting on technical assistance activities at the national, sub-regional and regional level, in accordance with the UNODC/AIRCOP overall programme strategy ;
  • Assess training and equipment needs at selected international airports ;
  • Participate in and contribute to the conduct of technical assistance activities to requesting countries and undertake substantive, organizational and coordination arrangements for them ;
  • Liaise with the national authorities regarding the creation of Joint Airport Interdiction Task Forces (JAITFs) at the international airports covered by the project;
  • Assist national counterparts in the operationalisation of the JAITFs, including by overseeing the delivery of trainings/mentorships, both from the substantive and logistical perspectives ;
  • Liaise with the implementing partners as well as with trainers and mentors at operational level to ensure the smooth implementation of the project, especially with regards to their technical input and the organization of training, mentoring, and joint operations ;
  • Facilitate on-the-ground coordination between UNODC experts and other external providers of specialized assistance ;
  • Assist in the preparation and present annual detailed work plans including estimated budget and attribution of responsibilities ;
  • Assist in the preparation of Letters of Agreements and inter-agency Memoranda of Understanding with beneficiary countries with input from UNODC Headquarters as well as in the development of Standard ;
  • Operating Procedures for the JAITFs ;
  • Assist the Project Coordinator in planning and implementing joint operations ;
  • Prepare presentations on substantive matters relevant for the project in the region, including for Project Steering Committees ;
  • Prepare and/or contribute to briefing notes, status reports, draft research and policy papers, technical reports/studies, manuals ;
  • Prepare and/or contribute to the drafting funding proposals for donor countries and implementation reports ;
  • Contribute to the promotion of networking between ROSEN countries, within the framework of the implementation of AIRCOP ;
  • Prepare relevant correspondence and follow up ;
  • Perform any other duties as required.

 

Impact of Results :

The National Programme Specialist will participate in the establishment and strengthening of JAITFs in West and Central Africa and in expanding and developing AIROCP network. This will contribute to strengthening the capacities of international airports in the region to detect and intercept drugs, other illicit goods and high-risk passengers, including foreign terrorist fighters, in origin, transit and destination countries.

Performance indicators are the quality, appropriateness, value and timeliness of contributions, organizational and substantive input provided to UNODC/AIRCOP activities in West and Central Africa.

Required Skills and Experience :

Recruitment Qualifications :

Education : University degree in the fields of criminology, law, public administration or equivalent education from a recognized national police, customs or another staff learning college with specialization in criminal justice, crime prevention or law enforcement.

Experience :

  • At least five (5) years of relevant professional experience, including at least 2 years in the operational fight against airport crime, with increasingly high levels of responsibility in the field of law enforcement at national and international level, police investigation, prevention and control of drug trafficking and/or crime ;
  • Ability to provide advice to governments on preventing and combating illicit trafficking and the development of adequate policies ;
  • Working experience in Africa in the field of law enforcement and support to national agencies in charge of countering illicit trafficking, preferably in West, Central and North Africa ;
  • Work experience in a United Nations field mission is desirable ;
  • Experience in facilitating training and mentoring activities in fighting illicit trafficking is an asset ;
  • Working experience in a United Nations field office in a developing country is an asset ;
  • Management experience in relevant field at the national or international level ;
  • Experience in the implementation of projects in partnership with national institutions ;
  • Strong presentation skills ;
  • Excellent drafting skills ;
  • Acute sense of organization as well as entrepreneurial and team spirit ;
  • Readiness to travel extensively across Africa.

Language Requirements : English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and French, i.e. oral and written proficiency, with excellent document drafting skills, is required.
