Context :

The Jesuit Refugee Service (JRS) is an international non-governmental organization whose mission is to accompany, serve and defend the rights of refugees and forcibly displaced persons. The organization was founded in November 1980 and has a presence in more than 50 countries. JRS engages services at national and regional levels, with support and advice from an international office in Rome. JRS’s style of service is human and spiritual, working in situations of greater need, in search of the long-term well-being of refugees and displaced persons, without neglecting their immediate or urgent needs. JRS provides opportunities for a wide variety of local and international staff, while maintaining a realistic and localized salary / allowance regime.

 

Proposed conditions :

Duration : 1 year.

Trial period : 3 months.

Type of contract : Voluntary Agreement Protocol and International Solidarity

Base : Yaoundé

Start of mission : 1st of January 2020

Remuneration : Based on the candidate’s experience and the JRS salary grid

 

Others :

  1. Plan paid annual leave: Leave plan paid: 24 working days is 2 days of leave per month ;
  2. Accommodation: There is no Guest house in Yaoundé. With the housing assistance granted, the Volunteer is free to lodge on his own. But if the Volunteer wishes, he could stay in one of the available rooms of the JRS house in Yaounde and will pay in exchange a rent of 80,000 F.CFA (eighty thousand francs CFA) BEAC per month for the occupied room ;
  3. Rest and Recovery (R & R): No R & R for staff based in Yaoundé but a compensatory rest of 5 working days is granted after every three months without fees or ticket ;
  4. JRS supports a return flight ticket from the volunteer’s place of recruitment to his duty station at the beginning and end of the assignment ;
  5. The cost of the visa is supported by JRS. Costs incurred for administrative procedures to obtain the visa are the responsibility of the volunteer ;
  6. International insurance: medical coverage, 24-hour assistance, repatriation.

Requirements for the volunteer before formal signing of the agreement between the parties :

  • Produce a complete medical check-up less than three months old ;
  • Have updated vaccines against: typhoid fever, cholera, meningitis, hepatitis A, B and C and yellow fever.

 

Job description :

General objective of the position : In close collaboration with the National Director, develop and strengthen the needs assessment as part of triennial strategies, seek new funding opportunities, objectively evaluate the quality of our projects and oversee the work of the program coordinator in order to to improve our impact in CAR and Eastern Cameroon.

 

Key areas and responsibilities :

Development and strengthening of the needs assessment: 20% of the job load.

Following the directions of the National Director :

  • Organize and manage the needs assessment process by theme, population and / or territory (multi-sectoral approach) ;
  • Feed strategic thinking on the programming of future projects ;
  • Reinforce the coherence of ongoing projects with proposals for new activities ;
  • Formalize and synthesize needs assessment into internal concept notes (Guidance Notes).

Looking for new financing opportunities: 20% of the job load :

In close collaboration with the National Director :

  • Establish an update of the funding partners’ “databases” ;
  • Establish a strategic watch on opportunities for project calls especially on Cameroon ;
  • Active research on project and mission funding opportunities, including future projects, maintaining a good understanding of JRS operations and the humanitarian context, maintaining relationships with local humanitarian actors and maintaining a good relationship with donors and a good knowledge of their strategies ;
  • Participate with the National Director in thematic, strategic and programmatic meetings related to the development of future projects and represent him in Cameroon.

With the authorization of the National Director :

  • Take the lead in negotiating new financing contracts, act as a point of contact with JRS RCA / East Cameroon financial partners and maintain good relations with them ;
  • Produce concept notes and proposals for new projects in collaboration with the National Director and the Program Coordinator in the case of extension of ongoing projects.

Project Evaluation (MEAL): 10% of the position’s load :

  • Conducts regular evaluation of ongoing projects either in a contractual requirement framework or according to specific needs or events ;
  • Orient the work of field teams with detailed reports ;
  • Formalizes capacity building tracks for field teams based on identified skills gaps.

Supervision of the Program Coordinator up to full control of her position: 30% of the position’s load :

  • Monitor cash flows for projects and ensure that they comply with the regulations / guidelines of funding partners ;
  • Support and validate in close collaboration with the National Finance Team guidance on budget preparation, review of project expenditures, as well as capacity building of staff to ensure financial accountability and transparency ;
  • Support and validate the quality of the narrative reports and budget monitoring produced by the Program Assistant who is responsible for their development according to the contractual conditions, in particular as regards the requirements of the donors, the format and deadlines.

In collaboration with the National Director, advise and guide the work of the Program Coordinator and her team

Cameroon program monitoring: 20% of the post office load :

  • Supervise Project Managers (DPs) ;
  • Follow up on project activities ;
  • Support and validate the quality of the narrative reports and budget tracking produced by the DPs who are responsible for their development according to the contractual conditions, in particular as regards the requirements of the donors, the format and deadlines ;
  • Make the link with the regional management and in particular with the financial and compliance department.

For reporting :

  • The National Program Officer reports to the National Director ;
  • Program team members, including the Program Assistant and Project Directors, report to the National Program Officer.

NB: This job description could be revised according to the actual needs at the time of taking office.

 

Required profile :

Training Have a minimum university degree in BAC + 4 in the area of ​​intervention selected (Sociology, Management and Project Management or other field of social sciences …).

Knowledge and Experience :

  • Practical experience in the design, implementation, monitoring and evaluation of emergency programs / projects or development ;
  • A minimum of three (3) years of professional experience in a recognized humanitarian NGO or UN agency in program management and / or operations research ;
  • Experience in evaluation, proposal preparation and project budgeting and narrative and financial reporting ;
  • Good knowledge in common application of Word, Excel, Office Pack, Outlook, MS Project.

 

Basic skills :

Development and management of results-oriented programs : He / she contributes to the achievement of results through basic research, analysis and effective monitoring of project implementation. His analytical skills allow him to identify opportunities for project promotion and to participate in their formulation by ensuring that the rigor required by JRS in this area has been respected / observed.

Innovation and promotion of new approaches :

  • He / she improves the implementation strategies of existing projects, documents and analyzes innovative strategies, best practices and new approaches to exit strategies ;
  • He / she must be able to adapt quickly to changes that may occur during the execution of projects.

Languages : **

  • Mastery of French (read, written and spoken mandatory) and English (read, written and spoken mandatory) ;

  • Knowledge of a local language and / or Spanish will be an asset.
