Over 80 years ago, Albert Einstein helped create the International Rescue Committee (IRC). Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

 In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts – first from the devastating civil war and now from the Ebola crisis.  The Scaling Up Health Services Activity presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work :

The IRC has entered into a four-year cooperative agreement with USAID to implement the Scaling Up Community Health Services project in Liberia.  This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services.  In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

 The Finance & Administration Director (FAD) has overall policy and management responsibility for the finance and accounting functions for the project. The FAD responsibilities include general controllership, staff training, management, treasury, and budget functions as well as donor financial reporting.

Job Responsibilities :

  • Responsible for overall financial management and administration of this USAID funded project ;
  • Provide financial and compliance oversight to the project ensuring CD/PD is briefed on all financial matters ;
  • Provide technical assistance to the MOH and County Health Teams for financial system and capacity strengthening as needed ;
  • Ensure that all financial activities are in compliance with IRC and USAID policies’, procedures, and requirements ;
  • As required, establishes finance and supporting function policies, systems, and procedures, and directs or performs their development, documentation, and implementation ;
  • Manage the finance department activities and lead financial reporting requirements and achieve deadlines specified by New York (IRC HQ) and USAID ;
  • Identify requirements for and develop reporting formats to aid in the management of project operations and grant expenditures ;
  • Provide CD/PD and SMT and project staff with monthly actual-to-budget expenditure reports and analysis for all activities ;
  • Ensure that on a monthly basis, balance sheet reconciliation are completed in a timely manner and all final reconciliation and trial balances are reviewed with the CD & PD ;
  • Closely monitors all financial activities and keeps the CD/PD advised of all situations which have the potential for a negative impact on internal controls or financial performance ;
  • Direct the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports to the CD, PD and Regional Controller prior to submission ;
  • Develop, schedule and perform or supervise the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.
  • Facilitate and co-ordinate external, internal, donor or government audits ;
  • Oversees the protection of the country’s assets (cash, inventory) through the enforcement of internal control policies and procedures ;
  • Maintains-current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Is the principal liaison with IRC NY on all finance, accounting, grant budget management, and cash management matters ;
  • Review and certify all partners financial reports.

Treasury and Budget Responsibilities :

  • Supervise all project bank relations and bank account activities including negotiation fees of interest and currency exchange rates ;
  • In compliance with IRC policy establishes policies regarding cash holding limits, cash movements and foreign currency holdings ;
  • Oversee the timely preparation, review and approval of all monthly bank account and cash reconciliations ;
  • Establish policies on advance payments, credit terms, and use of bank payment Instruments ;
  • Design, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered and which obligate IRC to future spending ;
  • Supervise the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation ;
  • Ensure the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses ;
  • Supervise the collection of contractual and other receivables ;
  • Assist with the preparation and revision of program and grant proposals and budgets ;
  • Assist in the preparation and maintenance of the project’s operating budget; including preparation of budget guidelines to assist PD and Project staff in formulating budgets ;
  • In compliance with donor requirements and IRC policy develop the “Field Operations/Overhead,’ budget and recommends a methodology for allocation of overhead to grant budgets ;
  • Prepare the annual and monthly cash budgets based on approved funding ;
  • Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.

Area of consideration : This is a local position.  Travel to field will be required

Key Working Relationships :

Position Reports to :  Project Director and Regional Controller.

Position directly supervises :  Finance Coordinator, Procurement Manger, IT Manager, HR Officer and Sr. Asset/Transport Officer.

Other Internal and/or external contacts :

  • Internal : SUCH Team, HQ and West Africa Regional Technical Unit/Program Team ;
  • External:  Partner organizations and USAID.

Profil :

  • Minimum of a bachelor’s degree in business administration, finance, accounting, or other relevant field, from an accredited university ;
  • Recognized professional certificate in accounting such as ACCA, CIMA, CPA preferred ;
  • Minimum eight years’ experience leading the finance and operations functions of a non-profit organization ;
  • Experience managing financial systems on projects valued at least $10-15 million or more ;
  • Demonstrated experience conducting proper financial planning, expenditure tracking and audit of financial resources ;
  • Demonstrated experience and knowledge of USAID financial management policies and procedures ;
  • Significant experience and skills in operations especially supply chain and procurement ;
  • Can carry out responsibilities independently with minimal technical support; a good facilitator who is skilled in solving problems ;
  • Extensive experience in working with computerized accounting systems and software, standard spreadsheet and database programs is required ;
  • Excellent communicator who can function in an environment involving a diversity of cultures and interests ;
  • Strong interpersonal skills with good integrity ;
  • Liberian nationality.
