Context :

Established in 2015, the Global Awards Management Unit (AMU) is a global unit spanning New York, Washington DC, London, Berlin, Bonn, Brussels, Stockholm, Geneva, Nairobi and Amman. It has responsibility for identifying, securing and managing all funding from statutory donors, and was designed as an end-to-end business process owner and support structure for IRC’s grant lifecycle. The Unit is organized into five teams, called ‘pillars’: Strategic Partnerships & Analytics; Program & Grants Support; Compliance & Policy; Business/Program Development; and Training & Curriculum Development.

The Global AMU is a bridge between donors and the field: providing expert technical advice to the field, while maintaining portfolio-level visibility to ensure consistency and compliance, and manage risk. This unit ensures that donor compliance policies and procedures are implemented consistently, and supports all staff working across the grants management cycle for all restricted funding from global government sources. The unit operates within a matrix management system across the teams in the US, Germany and the UK, driving functional integration between all relevant units and staff, in collaboration with the Senior Vice President of the Global AMU and the Senior Vice President for Europe in relation to overarching issues with European donors. The matrix management structure ensures that AMU staff support the Europe strategy and work towards the pursuit of new opportunities, while IRC UK maintains accountability for European funding.

 

Purpose of the Role :

A member of the AMU Compliance and Policy team, the Director (Large Awards and Contracts) is responsible for leading a variety assignments and activities to support organization readiness for large awards and contracts. The Director provides support leading to successful implementation and compliance with donor terms and conditions, and reports to Senior Director, Compliance and Policy.

Key Responsibilities :

  • Serve as the AMU Compliance and Policy team’s lead for organizational readiness for large awards and contracts ;
  • Liaise with relevant IRC departments to support their alignment with organizational readiness for large awards and contracts ;
  • Provide key inputs to the proposal process to ensure program, structural and operational design for large awards and contracts is in alignment with donor compliance requirements ;
  • Support the large awards and contracts negotiation teams by interpreting regulations and advising on risks ;;
  • Oversee assessments of systems, processes, tools, etc., and work with IRC department and field staff to revise existing and/or develop new systems, processes and tools necessary to ensure compliance and strengthen IRC’s ability to win bids and implement projects ;
  • Working closely with country offices, lead and advise on compliance requirements in order to support the country offices’ readiness and ability to implement large award and contracts ;
  • In collaboration with relevant CRRD/RAI leadership, analyze contractual commitments, specifications, and modifications to ensure donor compliance controls are in place ;
  • Provide compliance assistance to the Program & Grants Team implementing large awards and contract, including but not limited to support on negotiation, inception, implementation, closeout, audit file documentation, and donor requirements ;
  • Ensure activities are compliant with donor agreements and relevant statutory regulations and policies including but not limited to FAR, AIDAR, and ADS ;
  • Develop and maintain an IRC global staff roster of contract subject matter experts (SMEs), to be activated to travel or work remotely to assist start-up activities, partner due diligence and capacity building, monitoring, and donor relations ;
  • Travel to conduct training, capacity building, and compliance reviews of activities and projects ;;
  • Develop and implement donor specific large award and contract e-learning modules and in person trainings ;
  • Develop and oversee field monitoring team to support large grants and contracts compliance.

Profil :

  • At least 8 years professional experience demonstrating increasing responsibility and leadership  experience in large award and contracts management, including but not limited to USAID and DFID ;
  • Comprehensive knowledge of FAR and AIDAR ;
  • Strong financial/budgetary skills; proficiency working with spreadsheet, especially Excel; proficiency with MS Word ;
  • Demonstrated experience conducting and responding to compliance audits on operational systems ;
  • Demonstrated highly efficient risk assessment and analysis practices ;
  • Effective partnership capacity building experience ;
  • Excellent written and research skills ;
  • Strong interpersonal skills, collegial and collaborative, high energy, and creative leader ;
  • Ability to create and maintain effective systems for managing information and tools for making information accessible and understandable to a broad audience ;
  • Experience working overseas.
