Descriptif du poste :

The IRC has been working in South Sudan since 1989. During this time, strong and sustainable relationships with local community structures has been established. The IRC implements programs in South Sudan through 7 field offices distributed across Northern Bahr el Ghazal, Unity, Lakes and central Equatoria States. In Unity State, IRC delivers health, nutrition, women’s protection and empowerment, child protection and livelihoods projects across 5 Counties. This is done in close collaboration stakeholders. IRC provides health and nutrition services in Pamir refugee camp in Pariang County, in Bentiu IDP camp, in Rubkona County, and is the lead Health Pooled Fund Partner in Lot 21 (Koch, Leer, Mayendit and Panyijar Counties) and Lot 17 in Aweil East County. South Sudan is equally part of the Women Integrated Sexual and Reproductive health project (WISH2ACTION) implemented in Aweil and Bentiu and is the consortium lead with RHASS (Reproductive Health of South Sudan) and Humanity and Inclusion.

In Pamir refugee camp, the IRC is the lead implementing partner under the UNHCR mandate targeting approximately 41,000 refugees, while in Bentiu the IRC is the lead health implementing agency in Sector 4 within the POC ( Protection of Civilians) which has recently been converted into an IDP site.

 

Job overview :

Based in Ajuonthok field Office, the Reproductive Health Manager will support the Health program in the country with direct implementation of RH projects while roving to Bentiu field office in Unity State. S/he will provide leadership to the ERD team and effectively manage the implementation of the GAC project, ensuring that project indicators are achieved within the constraints of IRC’s policies and internal regulations, grant agreement with GAC (Global Affairs Canada) and agreed implementation plan and strategies with quality implementation of program activities on ground. S/he directly reports to the Field Coordinator and MCH (Maternal and Child Health Coordinator (on technical matters) and with state level external partners. S/he will conduct clear communication, orientation, and coordination with stakeholders in a complementary manner.

Specific responsibilities :

  1. Project Implementation :
  • Oversee the implementation of quality RH program activities at the IRC’s supported health facilities while observing COVID-19 prevention guidelines and control ;
  • Ensure that all stated RH goals and objectives are met, that projects are monitored, and that reports are submitted on a timely manner ;
  • Ensure proper RH data recording in the IRC supported facilities, support the compilation of data and generation of quality RH reports on a regular and timely manner ;
  • Provide technical oversight and training to field-based health staff in the area of RH, with an emphasis on national staff capacity building ;
  • Scale up of Community Mobilization on RH including FP within the Context of COVID-19   ;
  • Implementing strategies to increase SRH service uptake with a special focus on community awareness raising and ensuring the availability of FP supplies in IRC supported facilities ;
  • Implement trainings to create capacity for MVA, MISP, EMONC, VCAT, Clinical Care for GBV survivors and long term family planning service provision at all supported IRC Health facilities ;
  • Assisting the Maternal and Child Health Coordinator in proposal writing for RH funding opportunities ;
  • Continuously assessing RH needs and suggesting new projects to address identified unmet needs ;
  • Work closely with the IRC’s Women Protection & Empowerment (WPE) or Gender Based Violence (GBV) teams at the field level to implement holistic programming to meet the diverse and unique needs of women and girls; Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.
  1. Staff Supervision & Development :
  • Directly supervise the RH staff, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met ;
  • Recruit national staff in conjunction with the Human Resources Department ;
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform their duties ;
  • Undertake RH capacity-development activities/training  for RH and clinical health staff ;
  • Work closely with Health Managers to build their capacity to oversee RH activities ;
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews ;
  • Plan/coordinate and oversee staff work plans, work and vacation schedules and all staff training/development activities ;
  • Recruit national staff in conjunction with the Human Resources Department ;
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Health program ;
  • If/as required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  1. Grant Planning & Implementation :
  • Prepare and maintain/update detailed work plan(s) that support and achieve the project’s activities and indictors within the grant timeline ;
  • Provide direction and monitor staff to ensure quality and timeliness of project implementation. Share relevant feedback to the team to improve quality and achieve timelines ;
  • Approve expenditures to the designated level; manage/monitor monthly expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts ;
  • Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
  1. Coordination & Representation :
  • Work closely and coordinate with IRC Global Supply Chain, finance and grant departments to ensure timely implementation of program activities and expenditures, including active participation in grant opening/closing and review meetings as necessary ;
  • Work closely with the GBV/WPE managers to ensure that Social norms and practices at community and household level support women and girls’ agency in SRHR.

Linked Power :

  • Undertake/participate in liaison, coordination, and information sharing activities with local committees, national NGOs, international organizations, donors, and government representatives ;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.

Partner Management  :

  • Serve as the main focal point in the field for IRC’s implementing partners; maintain respectful and constructive relations and ensure regular meetings and ongoing coordination.
  • Regularly monitor performance of the Partner to achieve the project’s set objectives; provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines ;
  • Review partner’s financial and narrative submissions, including M&E data; provide advice and guidance to improve accuracy and quality as required.
  1. Program Development :
  • Lead on data collection, assessments, and proposal development for the sector  ;
  • Working with the Monitoring and Evaluation team to ensure proper RH data recording in the IRC supported health facilities, support the compilation of data and generation of quality RH reports on a regular and timely manner.

Monitoring responsibilities : 

  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues. Provide solutions and implement modifications as required ;
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes ;
  • Produce/contribute to IRC and donor reports as per set schedules (weekly, monthly, quarterly, and annually) (including grant activities, indicators and achievements).

Other duties :

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs ;
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Job Requirements :

  • Health Professional (MD, Midwife or Nurse) with strong public health background, MPH preferred ;
  • At least 3 years humanitarian project management experience coordinating, implementing, and managing reproductive health programs in emergency contexts and/or refugee settings ;
  • Proven abilities in developing work plans, data collection/ analysis and performance monitoring ;
  • Excellent spoken and written English (dependent on the context) ;
  • Proven experience with FP/STI prevention and counseling services and maternal and neonatal health ;
  • Thorough understanding of gender-based violence response protocols and service provision ;
  • Ability to validate and interpret health data, in particular Reproductive health data ;
  • Demonstrated leadership, communication, training, and coordination skills ;
  • Excellent interpersonal and problem-solving skills and flexibility ;
  • Ability to work and live under high pressure and in a high security environment ;
  • Excellent computer skills: MS Word, Excel, Power-point, Epi-Info/SPSS and Outlook.

Working environment : Security level : Yellow. The situation in the country is generally calm but can be tense and unpredictable; concerns include criminality, presence of armed troops, and looting.
