Job Description :

IRC is the partner of UNHCR for the implementation of Protection activities in the North West and South West Regions of Cameroon, to respond to the humanitarian protection needs caused by the protracted crisis situations in the two Regions.

This project seeks to ensure that the situation of the persons of concern is continuously monitored in these regions, key protection risks identified and analyzed, persons with specific needs identified and referred for further assessment and assistance, and that communities are monitored and community level concerns are identified and referred for further assessment. Protection incidents will be continuously documented analyzed and reported to IRC and the Protection Cluster regularly to inform response and advocacy.

IRC is recruiting a Protection Monitoring Officer who will be a member of the Protection and Rule of Law (PRoL) team in the North West Region, with main office in Bamenda. The role of the Protection Monitoring Officer will be to implement protection monitoring activities in all communities of implementation through but not limited to overseeing the work of the Protection Monitoring Assistants. S/he will plan and conduct protection monitoring visits to the field particularly in localities affected by new displacements and will report timely on protection trends and risks identified. The Protection Monitoring Officer will equally contribute to other protection activities carried out by the PRoL Sector such as capacity building of humanitarian actors on protection mainstreaming, training of protection committee members, training of community leaders, conducting advocacy sessions with key stakeholders and the communities, while ensuring inclusion of age, gender and diversity and adherence to COVID 19 preventive measures. The Officer will work under the supervision of Protection Manager and the Field Manager, and will collaborate with other IRC sectors such as WPE, CP, ERD and EH.

Scope of work :

The Protection Officer will respect the principle of confidentiality of the information received during the activities and will work closely with the Protection M & E Officer.

The Protection Monitoring Officer will report to the Protection Manager and the Field Manager.

Responsibilites :

  • Implement protection monitoring activities in line with international standards, best practices and IRC protection monitoring guidelines ;
  • Contribute to the development and adaptation of protection monitoring tools ;
  • Support the production of protection monitoring reports and carry out regular analysis ;
  • Conduct risks analysis in deployment areas and in coordination with WPE and CP teams, work with communities including, protection committees, CBOs to develop risk reduction mechanisms ;
  • Conduct Rapid Protection Assessment and refer at-risk individuals to relevant /appropriate services internally and/or externally ;
  • Ensure ethical, confidential and statistically-sound data collection, analysis, and protection monitoring reports procedures ;
  • Analyze disaggregated protection-related data as a means to inform programming and response activities ;
  • Assist in developing and conducting assessments, mid-term and end of project reports, and evaluations ;
  • Ensure proper documentation of all project activities including means of verification, assessments, and case studies ;
  • Support protection mainstreaming in all of IRC’s interventions, including incorporating findings from protection trends and risks in IRC’s areas of intervention ;
  • Ensure IRC’s accountability commitments are mainstreamed into all protection activities ;
  • Contribute to the development of project proposals, concept notes and budgets ;
  • Contribute to drawing up procurement, spending and work plans and providing timely updates ;
  • Identify and refer individual at risks, to the PRoL, WPE and CP case managers ensure proper documentation of referred cases ;
  • Monitor the progress of the program and identify any delays that have been or may be expected ;
  • Comply with the IRC security procedures and report the security information provided to him to ensure a safe and secure environment for the implementation of the program.

Monitoring & Reporting :

  • Support in the development of daily, weekly, monthly, quarterly and mid-term report as well as contribute to the submission of the Cluster 5 Ws ;
  • Ensure that activities are fully documented, including regular and systematic collection of data required by the lessor and for use in M & E activities ;
  • Establish and implement a training evaluation system as pre/post tests to measure participants’ learning level ;
  • Produce / contribute to the writing of the reports required by IRC and the lessor (progress of activities, monitoring of indicators, etc.) ;
  •  Report daily protection situation to the Protection Manager and the Field Manager for integration in monitoring reports.

Coordination & Representation :

  • Ensure coordination on the organization of training in mainstreaming protection with other stakeholders on the theme as well as with communities ;
  • Work closely and coordinate with the PRoL Program Assistant and IRC Support Services to carry out program activities. This includes participation in the opening, follow-up and closing meetings of the grants ;
  • Ensure linkage, coordination and sharing of information on activities with the Protection Manager for internal coordination, and coordination with other NGOs, international organizations, donors ;
  • Participate in Protection Cluster (including CP and HLP AoRs) meetings and other humanitarian coordination meetings as will be assigned by the Manager from time to time

Others : Any other task requested by her/his supervisor for efficient program implementation.

Professional Standards :

  • Commit to IRC Way (or Code of Conduct / Mandatory Reporting Policies) ;
  • Commit to ensuring the optimal implementation of these policies in its framework ;
  • Commit to comply with IRC’s Internal Regulations in Cameroon. 

Qualifications :

Bachelor of Arts or Science in Social Sciences, Law, Public Health, International Development, Humanities or other related field, desirable.

Experience, Skills & Abilities :

  • At least, two years of experience in protection activities in an IDP context with specific emphasis on protection monitoring and/or protection assessment ;
  • Technical understanding of core protection concepts, prevention and response strategies ;
  • Previous experience supervising protection monitoring field staff ;
  • To be of Cameroonian nationality ;
  • Strong ability to maintain composure, prioritize work under pressure ;
  • Proven experience working in a difficult environment ;
  • Clear understanding of human rights, and issues surrounding violence against civilians ;
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients ;
  • Knowledge and experience with community outreach and mobilization ;
  • Positive and professional attitude, including ability to lead ;
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail:
  • Full proficiency in Microsoft Office, including Word, Excel and PowerPoint.
  • Strong analytical, planning, organizational and problem-solving skills with the ability to work both independently and within teams;

Languages : Excellent proficiency in written and spoken English, fluency in Pidgin English and/or a local language spoken in one of our areas of implementation.
