Purpose of the Position:

The purpose of the post is to develop an effective logistic management system for nutrition commodities (procured by UNICEF); and to ensure capacity development of partners ( Ministry of Health and NGOS where appropriate) with the end objective of ensuring that essential nutrition commodities are available at all times, in sufficient quantity and quality to facilitate results for children.

Under the direct supervision of the Supply and Logistics Manager and the technical guidance of the Nutrition Manager, She/he will be responsible for all in-country nutrition logistics while ensuring adequate oversight for and control of all logistical and warehouse nutrition-related activities throughout Chad and for distribution of supplies to difficult-to-reach areas. She/he will design and manage Supplies and logistics systems and operations for nutrition supplies at country office level and ensure implementation across the country.

She/he will provide clear guidance to all other Logistics Officers posted to the Field Offices. She/he will also make major input in warehouse operations and management to strengthen accountability, inventory control system, and distribution to project sites of supplies procured by UNICEF.

 

Key Expected Results:

 

  • Responsible for logistics planning through coordination with Operations/Programme Sections.  Provides technical advice on logistics arrangements facilitating cost-effective efficient, customs clearance, in land transportation, inventory management and distribution of supplies and equipment, in support of the country programme implementation.

 

  • Participate in the Country Programme strategy planning preview and reviews to advise on logistics requirements for the of Plan of Operations and Annual Work Plans.

 

  • Develops Supply/Logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.

 

  • Ensure sound, accurate logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.

 

  • Establish and maintain contacts with the Supply Division in Copenhagen on shipping policies.  Interprets and advises the country office on policies and procedures impacting on logistics operation & delivery of supplies.  Maintains links with Copenhagen on transnational shipments, deliveries, claims.

 

  • Establish and maintain a system of contact with customs and port/airport immigration authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol.

 

  • Oversee the overall preparation of appropriate documentation: Shipping documents, Letters to line ministries for clearance of goods and certificate for exemptions. Long term arrangements, CRC submissions related to logistics services etc.
  • Ensure preparation of the status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

 

  • Regularly create and communicate accurate inventory tracking, inventory aging and incoming supplies information.
  • Ensure that effective support to UNICEF and Government capacity-building and efforts are provided in order to enhance efficient, effective and timely supply delivery.

 

  • Plan, design and conduct training for UNICEF’s staff/consultants and counterparts in warehousing management, customs clearance, distribution and inventory management of supplies and equipment in order to maximize supply delivery. Provide effective coaching to the staff/consultants as required.

 

  • Communicates and reports quality issues with respect to supplies delivery and service agreements.
    Coordinate with the Programme Section on Logistics planning, as well as providing advice on logistics requirements in the development of the supply component of the Country Programme.

 

  • Provide advice to the Country Office and Government on delivery and utilization of UNICEF
    Team with the Programme Section and other members of the Operations Section to facilitate customs clearance, storage and distribution of supplies and equipment.

 

  • Develop and maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in logistics activities including distribution, monitoring supply inputs, and inventory.

 

  • Inform Programs of slow moving inventory, upcoming field distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, warehousing space, manpower and other resources.

 

Qualifications of Successful Candidate:

 

Education

Advanced University Degree in transport or logistics operations/management, supply chain management or other relevant field or other academic qualifications in areas such as business administration, engineering and extensive relevant experience;

*A first level University Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced University Degree

 

Work Experience

Five years of professional work experience in logistics management at the national and international levels, two years of which should be in developing countries.

Experience in setting up a logistic management system for health or nutrition commodities at national or sub-national level will be considered an asset

Language

Fluency in English and French required. Knowledge of the local language of the duty station is an asset.

Remarks:

*Post is office-based, with frequent travel to project sites and sub-offices.

*Ndjamena, Chad is a NON-FAMILY duty station.

*The successful candidate for this emergency recruitment MUST be available to commence work within 31 days of receiving an offer.

Employment is conditional upon receipt of medical clearance, any clearance required, the grant of a visa, and completion of any other pre-employment criteria that UNICEF may establish. Candidates may not be further considered or offers of employment may be withdrawn if these conditions are unlikely to be met before the date for commencement of service
