Position Title : National Operations Officer

Duty Station : N’Djamena, CHAD

Classification : NOA

Type of Appointment : Special Short Term, 6 months with possibility of extension

Estimated Start Date : As soon as possible

Closing Date : August 05, 2020

OIM :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context :

Under the general supervision of the Chief of Mission and under the direct supervision of the Operations Coordinator, the National Operations Officer will be responsible for supporting resettlement and assisted voluntary return operations in Chad.

 

Core Functions / Responsibilities :

  • Provide daily management, supervision, support, guidance and training to all IOM operations staff members involved in arrivals and departures including providing training and technical assistance, assigning duties, and giving feedback to staff members on their performance on a regular basis ;
  • Coordinate and implement transportation strategies related to the orderly movement of migrants and refugees throughout the country ;
  • Draft and revise budget plans in coordination with Operations Coordinator ;
  • Ensure adherence of operations staff to existing financial structures and administrative procedures ;
  • Monitor collection, compilation, and entry of the unit’s data into the different databases in a regular and timely manner ;
  • Assess transportation options for the refugees and returnees, in addition to ensuring proper implementation of reintegration support for AVR cases upon arrival ;
  • Liaise with different national ministries and agencies such as the Ministry for Foreign Affairs, the Ministry for the Interior, the CNARR, the AST, etc. ;
  • Maintain a positive working relationship with above-mentioned stakeholders and partners ;
  • Encourage and monitor adherence to set guidelines and procedures for IOM’s migrant Transit Center ;
  • Provide data and statistics to all departments in the mission when required ;
  • Coordinate and liaise with different donors, implementing partners, and IOM other missions on an operational level ;
  • Participate in meetings with other partners and stakeholders when necessary ;
  • Coordinate with the logistics department on any activities related to movements and prepare procurement and payment requests for goods and services for safe transport to support departure and arrival assistance. Ensure that all procurement and contracting processes are in full compliance and all activities are up to date with IOM and donor reporting and auditing requirements ;
  • Create and design comprehensive tables and records to facilitate the existing operational daily work of the operation department and any other department as deemed required ;
  • Review operational procedures and streamline/clarify them as necessary in coordination with the various units within IOM ;
  • Maintain and monitor the confidentiality of all programme matters to ensure programme integrity by following IOM standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in movement operations in the Chad ;
  • Perform any other duties as may be assigned.

 

Required Qualifications and Experience :

Education :

  • At least four years working experience with secondary/Bachelor’s Degree in social sciences or business administration ;
  • Hospitality, Travel, Transport and Logistics or related discipline.
  1. Knowledge of USA, Australian, Canadian, and European resettlement procedures for IOM is a distinctive advantage ;
  2. Highly detail oriented thinking and proven accuracy when handling and reporting data ;
  3. Self-reliant individual with strong commitment to operational objectives. Expected to work overtime upon request and independently to achieve operational goals ;
  4. Previous working experience with NGOs or international organizations, is an added advantage ;
  5. Strong practical computer skills, including but not limited to MS Word and Excel. Proficiency in AMADEUS, I-Gator, and MIMOSA required ;
  6. Experience in Operations, Logistics, and/or Movements ;
  7. Ability to work as part of a multi-cultural team ;
  8. Experience working with refugee or other vulnerable populations.

Languages : For this position, fluency in French and English is required.
