Context :

The humanitarian situation in Chad, specifically in the Lac Chad region remains extremely tense with renewed displacement being registered since the beginning of the year.

IOM Chad is carrying out country-wide displacement tracking and flow monitoring jointly with thematic researches on return intentions, migrant profiles, mobility mapping etc. The emergency unit operates throughout the country in shelter, Non-Food Items (NFIs) distribution and camp management and camp coordination.

Under the overall supervision of the Chief of Mission (CoM) and in coordination with the Department of Operations and Emergencies (DOE) Regional Thematic Specialists (RTS) in the Regional Office in Dakar and relevant headquarters (HQs) units, the successful candidate will oversee and drive the development and implementation of all IOM Chad emergency and stabilization programming.

Core Functions / Responsibilities :

  1. In close coordination with the Department of Operations, provide strategic and operational oversight of IOM’s response to largescale displacement, including preparedness, response and facilitating longer term recovery in areas impacted by internal displacement and the return Chadians fleeing crises in neighbouring countries ;
  2. Act as focal point of the mission during absence of the IOM Chad Chief of Mission ;
  3. Ensure adequate representation of IOM in the IOM-High Commission for Refugees (HCR) co-chaired Camp Coordination and Camp Management (CCCM) cluster ;
  4. Directly manage all IOM Chad emergency and durable solution programmes in line with donor requirements, ensuring timely and consolidated management of budgets and reporting ;
  5. Develop a strategic, programmatically coherent operational plan for the Preparedness, Response and Recovery Unit, including detailed operating frameworks and implementation plans ;
  6. In coordination with the Chief of Mission, lead the development of new programmes and partnerships, including with the activated sectors, government counterparts, UN agencies/joint programmes, Non-Governmental Organisation (NGOs), donors the private sector, civil society groups, academics and other stakeholders ;
  7. Represent IOM at all relevant local sector/cluster meetings, related fora, and other emergency-related events (meetings, presentations, discussions, visits, negotiations etc.) ;
  8. Lead the overall development and implementation of emergency-related efforts, including Shelter/Non-Food Items (NFIs) and Water, Sanitation and Hygiene (WASH), in the Area of Responsibility (AoR) ;
  9. Strengthen and directly supervise the IOM Chad Data Management Unit and ensure quality monitoring of all Displacement Tracking Matrix (DTM) related outputs. As required ensure adaptation of the DTM to inter-cluster requirements ;
  10. Coordinate operational, administrative and financial aspects of all relevant programming, monitor progress against projected expenditure forecasts and implementation plans, including oversight of implementation in the AoR, providing regular reports to the CoM and taking remedial action where challenges are encountered ;
  11. Ensure high-level quality of deliverables. Provide technical guidance and oversight of compliance to programme partners, technical advisers, programme staff, surge personnel, implementing partners and service providers ;
  12. Contribute to the strengthening of communication and coordination, with a view to improving the efficiency of programme implementation and cohesion across the teams implementing Preparedness, Response, DTM, Recovery and Community Stabilization programmes ;
  13. Provide leadership, guidance and training to programme staff ;
  14. Ensure proper visibility and promotion of emergency efforts undertaken in the AoR ;
  15. Drive all internal and external narrative and financial reporting, including reporting, monitoring and evaluation frameworks, related to emergency and stabilization programming implemented in the AoR, ensuring quality of inputs in line with IOM and donor requirements ;
  16. Undertake duty travels with the aim of project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives, as required ;
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Experience in emergency settings with strong knowledge of IOM/UN project life cycles ;
  • Strong combination of training and experience in the field of operations, and solid working experience in complex environments ;
  • Experience in liaising with government authorities and local communities, as well as national and international institutions ;
  • Broad field experience in the areas of Shelter and NFIs, Water, Sanitation and Hygiene (WASH), and logistics ;
  • Experience of working in conflict situations and heading field offices or sub-offices is a distinct advantage ;
  • Familiarity with IOM/UN administrative and financial management;
  • Familiarity with the region is an asset.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
