The Information management officer (IMO) is a core part of the Child Protection Area of Responsibility (CPAoR) Coordination team. The post facilitates information and knowledge management/exchange within the Sectors led by UNICEF, implementing partners to enhance the emergency response, humanitarian situation analysis/updates and humanitarian performance monitoring/reporting. The purpose of this post is to support the CPAoR coordinator manage the collection, analysis and sharing of information and data that is important for the CO and for the UNICEF led sectors to make informed (evidence based) strategic decisions regarding the emergency response. Systems facilitating the collection of information as well as analysis, reporting, and sharing will be the responsibility of the IMO.

Therefore, through these ToRs, UNICEF Burkina Faso CO wants to recruit a Information Management Officer in a TA position that focusses on either adapt or maintain existing systems, and in some cases suggest alternative approaches based on common templates available at the global level.

The Information Management Officer reports to the Chief Protection who is at level 4 for supervision.

 

Summary of key functions/accountabilities :

Perform Information Management activities for CPAoR :

  • Work with child protection area of responsibility (CPAoR) members to assess the needs, identify and map out information gaps to cover and propose adequate solutions ;
  • Facilitate child protection coordination with relevant data analysis (e.g. operational presence mapping, needs identification, gaps) ;
  • Ensure that the 5W is compiled nationally and at field level and kept up to date with de-conflicted information ;
  • Contribute to the implementation of a dissemination strategy for all information products (e.g. reports, data, and maps) easily accessible to partners through appropriate media, including a regular update of CPAoR webpage on HR info ;
  •  Ensures repository of data through effective database management (contact database / mailing list, child protection key figures, document repository, etc.) ;
  • Build the capacity of CP AOR members through training and coaching on IM processes as need required”.

Perform GIS activities for CPAoR :

  • Provide on demand mapping and geographic analysis ;
  • Work with the Protection cluster and OCHA and UNICEF IM Specialist to develop appropriate data/information visualization strategies of the current emergency situation and responses using tools such as GIS mapping for map production/ geographic data management Manage flows of information and dissemination in an appropriate way, including website management.

Maintain contact and ensure adequate reporting and information sharing with other cluster and the Office for the Coordination of Humanitarian Affairs (OCHA) :

  • Share sector data and dashboards with partners ;
  • Store and maintain the deliverables of the UNICEF Partnership Project on Information Management ;
  • Ensure that there is effective communication, reporting, engagement and coordination between the national and sub-national levels for UNICEF and the sectors.

 

To be qualified as a champion for every Child, you must….

  • Have a Bachelor’s degree in a subject area relevant to data, information management, geographic information systems, information technology, statistics or relevant disciplines is required ;
  • Have a minimum of one year of professional work experience in management of data projects that combine innovative and practical dimensions related to programmes for developing countries ;
  • Have relevant experience in a UN system agency or organization is considered as an asset ;
  • Be fluent in French and good working knowledge in English.
