Purpose of the position

The Livelihood Officer is based in Koukou-Angarana office in the department of Kimiti – Sila Region, with frequent travel to the Sudanese refugee camps in Goz Amir and Djabal as well as their host communities’ villages.

He/she reports to the Project Manager in planning, implementation and monitoring of food security and livelihood activities of the DG ECHO funded project implemented by the LWF. He/she will work closely with the Disaster Risk Management consultant to ensure proper collaboration of the project with the State services, humanitarian and development actors and other stakeholders.

Required Qualifications

  • University degree or equivalent in agriculture, livestock, agri-business or other related field.
  • Master’s Degree preferred.

Knowledge and Experience

  • Minimum 4 years of experience in the same field.
  • Experience in West Africa and Sahel Region context will be an added advantage.
  • Good conceptual and analytical skills and demonstrated organizational, management and supervisory skills.
  • Knowledge of LWF, its member churches and related agencies is preferred.
  • Knowledge and experience of cooperation with United Nations and governmental agencies.
  • Team-oriented, flexible and excellent communication skills.

Language Skills

  • French – Excellent written and oral skills
  • Arabic – oral will be an added advantage

Main duties

Project planning and implementation

  • To ensure proper planning, monitoring and evaluation and timely quarterly reporting in compliance with LWF and ECHO requirements/formats.
  • To ensure that agricultural animators have in place activity work plan to guide their daily work
  • To empower, in collaboration with State counterpart, the population of concerned through the self-reliance strategy.
  • To carry out livelihood capacity analysis and identify the existing gaps in food security of the Department.
  • To propose intervention measures that will help in addressing identified gaps of year 1 in future project.
  • To build staff capacity in food security and livelihood thematic sectors.
  • To ensure effective implementation of all the project activities and keep required deadlines.
  • To ensure involvement of State counterpart in the implementation within the livelihood strategy.
  • To participate in food security and livelihood sub-cluster meetings and workshops.
  • To develop or approve thematic modules for the training of staff as well as for the target beneficiaries.
  • To carry out regular staff appraisal, keep staff data records.

Project monitoring and reporting

  • To organize regular monitoring field and exchange visits to ensure that the project is implemented in line with the project strategy.
  • To ensure regular project monitoring by the technical representative of the State in the region.
  • To share the monitoring field and exchange visit reports to guide the decisions at the right time.
  • To ensure proper documentation of all the activities structures.
  • To develop in collaboration with the PMER officer data collection tools in order to monitor the progress within the project.
  • To prepare according to deadline required monthly and semester reports.
  • To build national staff capacity in monitoring and reporting.
  • To carry out any other tasks as needed and requested by the Project Manager and/or his supervisor.
