Description

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Violence in the northeast of the country has caused massive displacement and at the same time restricted movement. It has disrupted food supplies, seriously hindered access to basic services, and limited agricultural activities. Since February 2016, as humanitarian access is increasing, extreme food insecurity and malnutrition conditions have been revealed in Borno state.
As of 3rd August, 1.82 million people are estimated to be displaced within/from of Borno state, from which 1.63 million actually stayed within the state. Most of them (more than 1.2m) are living in Maiduguri with the host community and others in formal and informal camps.
MdM has started since October 2016 an emergency response to this crisis, in the Borno state. In 2018, MdM strategy in Borno state will focus on improving access to:

  1. Free comprehensive PHC services
  2. Quality nutrition treatment for malnourished children
  3. Mental health and psychosocial support
  4. Lifesaving medical care, holistic referral services for survivors of gender based violence
    MdM is currently implementing an emergency response program in Borno state. The program is implemented around the main components: improving access to primary health care, nutrition treatment (severe acute malnutrition), gender based violence survivors’ treatment, mental health and psychological support.
    In 2018, MdM runs directly 4 clinics (3 in Maiduguri, 1 in Damboa) and support 3 health facilities (1 in Mainok and 2 in Damboa).

Description du poste

Under the direct supervision of the medical coordinator, you are responsible for the implementation of quality services in the field. You manage the operational and technical aspects of the implementation of primary health care and sexual and reproductive health services, as well as the CMAM programme in the different sites.

More specifically, your responsibilities are to:

Provide technical support to clinic staff

  • Ensure use and respect of medical protocols through observation and supervision of medical and paramedics staff
  • Conduct specific trainings if needed
  • Plan and implement thematic capacity building or specific trainings according to the identified needs
  • Ensure the implementation on-the-job trainings sessions by medical technical advisors towards health national staff
  • Participate in establishing/improving referral system
  • Supervise drugs stock management in clinics implementing MdM pharmaceutical policies and closely liaising with the pharmacist
  • Conduct regular performance appraisals with directly supervised staff (quarterly basis)

Manage the team of medical supervisors and technical advisors/trainers

  • Organize the weekly schedule of clinic teams to ensure the smooth running of the activities
  • Ensure that medical and paramedics staff of clinics respect their assigned tasks
  • Participate in recruitment process of clinic staff and other medical staff
  • Ensure field teams are trained on and do follow MdM procedures relating to pharmaceuticals and data collection

Lead on field level coordination

  • Ensure good coordination of field teams with other actors in the same area
  • On request of medical coordinator, support/lead partnership development with other health actors

Participate in reporting activities and communication

  • Prepare a weekly activity report
  • Compile epidemiological reports for inclusion in medical reports or any other relevant reports
  • Participate in MdM internal meetings and attend to external medical meetings upon request

Position based in Maiduguri with regular field visits

2820 gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

Profile

Doctor or nurse with Master’s degree in relief/development or related field

Experience with an international NGO working in emergency contexts, managing programmes, within the health sector

Strong leadership skills and a supportive management style

Diplomacy, negotiation and networking skills

Ability to work under a minimum of supervision

Willing to live and work in challenging conditions

Capacity to take initiatives, strong problem solving and organisational skills in day to day and crisis situations

Team spirit Capacity to work and to live in tense conditions
