Cadre organisationnel :

This position is located in the United Nations Multidimensional Integrated Stabilization Mission (MINUSMA) based in Mali. The Liaison Officer reports to the Chief Service Delivery Management (CSDM) and lead the Liaison Logistics Coordination Cell (LLCC). S/he is responsible for the overall management of G5 Sahel technical and logistical support services through the planning, coordination and delivery of integrated technical and logistical support, about engineering, medical evacuation, fuel, rations and budgetary resources.

 

Responsabilités :

Within the delegated authority, the Liaison officer will be responsible for the following duties :

  • Exercises managerial and supervisory control over all G5 Sahel logistics, technical and operational support services within the Coordination Cell, working in close cooperation with MINUSMA MSD Service Chiefs to ensure that G5 Sahel demands for goods and services are planned, resourced, forecasted, accurate, and submitted in a timely manner to allow processing in time to meet the clients’ requirements. Contributes to planning and resourcing for operational requirements in close coordination with all MINUSMA Sections involved/concerned, to ensure successful implementation of Mission mandated tasks ;
  • Manages and coordinates all multifunctional support service requirements between the G5 Sahel Joint Forces Headquarters, Mission components, other UN and non-UN entities as well as the European Union to ensure efficiency and effectiveness of the support to be provided. Acts as the principal liaison between G5 Sahel and MINUSMA as appropriate and European Union for delivery of support services and co-ordinates day to day support services at MINUSMA Headquarters and the Regional Office, levels Implements MINUSMA policy and develops mission procedures to ensure support services provided comply with UN regulations and rules ;
  • Initiates the development and implementation of the G5 Sahel work plan, priorities and anticipated requirements. Implements policies and procedures to facilitate achieving the work plan goals ;
  • Develops and monitors KPIs to ensure consistency and effectiveness in G5 Sahel support Services ;
  • Conducts overall planning and coordination of all G5 Sahel logistics support services such as engineering, medical, fuel, rations in all identified and agreed Locations/Sectors. Acts as, work force planner, Hiring Manager and First Reporting Officer for the Coordination Cell ;
  • Assumes responsibilities of certifying officer for the G5 Sahel budget allocation and will be required to chair or be a member of technical and operational bodies. Advises senior management (CSDM, CSCM, CMSC, CORM, DMS, Force Commander or Police Components or any other relevant civilian Head of Component), on Joint Force support services management, structures and staffing levels to ensure that they are, always, adequate to meet the requirements of the mission support concept ;
  • Coordinates budgetary requirements for G5 Sahel Coordination Cell, submitting budget performance reports and contributing to G5 Sahel overall budget submission in close coordination with Mission Service Chiefs ;
  • Provides technical and administrative responses to BOA, OIOS audit observations and ensures that agreed observations are implemented in a timely manner ;
  • Participating in Planning and coordinating logistics support to G5 Sahel operations ;
  • Ensuring effective, timely provision and coordination of diverse logistics support requirements and coordinating the G5 Sahel Force requests with the various MSD sections ;
  • Monitoring and analyzing the quality and timeliness of the provided logistics support and drafting weekly and monthly reports from all G5 Sahel HQ and Battalions for any logistic implications/requirements.
  • Making recommendations to improve the efficiency and ensuring optimal use of supply chain, resources and cost-effective logistics support to all G5 Sahel Force components ;
  • Conducting in-depth and independent reviews and evaluations and providing advice to MSD senior managers in the following areas: planning, oversight, management and coordination of logistics support operations for the G5 Sahel Force ;
  • Participate in technical survey visits during G5 Sahel project assessment to ensure the most effective implementation of the MINUSMA-G5 Sahel Joint Annual Support Plan (JASP) ;
  • •Implement the internal control systems including maintenance of accurate and complete accounting, reporting and all electronic/hardcopy records to ensure proper audit trail ;
  • •Assist in monitoring and analyzing G5 Sahel requests performance to ensure compliance with the Technical Agreement (TA) and JASP, schedules and cost objectives ;
  • •Performs other related duties on behalf of CSDM as required.

 

Compétences :

Formation :

Advanced university degree (Master’s degree or equivalent) in business administration, engineering, international relations, logistics, medical, aviation or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or equivalent project management methodologies is desirable. Certification in Managing Successful Programmes (MSP) or equivalent programme methodologies is desirable.

 

Expérience professionnelle :

A minimum of seven (7) years of progressively responsible experience in any of the two following areas of logistics service delivery is required: vehicle fleet management, air operations, medical services, information and communications technology (ICT), construction, building/facilities management, conference management, rations management, fuel management, contract management or programme/project management. Four (04) years of management experience in the areas of logistics service delivery is required.

Experience in the areas of logistics service delivery at the international level is desirable. Experience in managing, planning or supporting complex logistics service delivery in a complex, volatile, conflict or post-conflict setting is desirable.

 

Connaissances linguistiques :

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (oral and written) is required. Knowledge of another UN official language is desirable.
