Org. Setting and Reporting

This position is located within the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA), under the MINUSCA DSRSG/RC/HC pillar, Bangui. The Programme Management Officer reports to the DSRSG-HC-RC through the Head of Integrated Office.

Responsibilities

The Integrated Office of the Deputy Special Representative of the Secretary General/Humanitarian Coordinator/Resident Coordinator helps to coordinate UN activities in the areas of Stabilization, Rule of Law and Restoration (RoL) of State Authority (RESA) throughout the CAR Territory. It also facilitates synergies and mutualisation or resources between MINUSCA and the UN Country Team (UNCT). The Office assists the Government, local communities and the United Nations Country Team (UNCT) in delivering early recovery and stabilization programmes effectively, whilst also supporting the articulation of longer term development plans that build on the immediate benefits delivered by these programmes. Under the overall direction of the DSRSG/RC/HC, the Integrated Office is responsible for coordinating the Mission’s and the UNCT’s efforts in developing early recovery strategies and related programme delivery frameworks including the development of the United Nations Development Assistance Framework + (UNDAF+), donor coordination and advocacy initiatives, overseeing the Mission’s quick impact projects development and coordinating the United Nations efforts with the Government’s National Plan for Recovery and Consolidation of Peace in the CAR (RCPCA) 2017-2021. The DSRSG-RC-HC Office oversees stabilization and recovery efforts and ensures effective coordination between MINUSCA and the UN Country Team, supports close collaboration with national and international partners, and promotes coherence of effort in joint planning of activities and effective targeting and management of priority programmes to support national peace consolidation. Central to this is the ability to monitor and assess the impact of United Nations programmes on the ground, allowing the adjustment and scaling up of successful initiatives to ensure meaningful impact and equitable distribution of socio-economic gains are realised within beneficiary communities. In doing so, the Office also works closely with the other elements of MINUSCA, the Heads of Field Offices, Civil Affairs, Disarmament, Demobilization and Reintegration, Human Rights, Gender, Justice and Corrections, Political Affairs, Security Sector Reform and Child Protection teams at both the national and regional levels.

The Programme Officer works under the direct guidance of the DSRSG-HC-RC through the Head of Integrated Office:

•Assist in managing the implementation of the Pillar’s programme of work, including through support to planning and budgetary processes;

•Coordinates policy development; reviews the assessments of issues and trends, monitors the implementation of management and policy decisions across the Pillar.
s/he will: Provide substantive inputs to the design and coordination of the stabilization and recovery frameworks; Prepare progress assessment reports; Perform other related duties

•Facilitate the development of stabilization and recovery annual work plans in close collaboration with MINUSCA sections, UN agencies and national stakeholders;

•Support the Mission’s components and partners with early recovery and stabilization initiatives. Including the liaison with government counterparts and civil society to ensure and effective and efficient identification, assessment, implementation and monitoring of Stabilization & Recovery programmes at regional level (such as Quick impact projects, Trust Funds for peace and Security in Mali and Peacebuilding Funds);

•Support the monitoring and evaluation officers in their data collection and analysis efforts;

•Manage incoming field missions and ensure that relevant field data and information is available for the DSRSG/RC/HC pillar;

•Contribute to ensuring that activities carried out by MINUSCA and UN agencies are consistent with the stabilization and recovery agenda as defined by MINUSCA, UN Agencies and the government of CAR;

•Liaise with relevant substantive sections of MINUSCA, UN Agencies, government counterparts, civil society and donors for a coordinated approach to stabilization and recovery at field level;

•Coordinate/draft summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to file, press communiqués, code cables and input for the reports of the Secretary-General to the Security Council;

•Produce, in coordination with relevant mission’s components the DSRSG/RC/HC speeches and public interventions;

•Develop and maintain collaborative relationships with mission components, the authorities, civil society, the broader UN family, donors and other national and international partners on coordination and policy matters;

Education

Advanced university degree (Master’s degree or equivalent) in social sciences, development, economics, international relations, business or public administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. A minimum of two years of field work coordinating interdisciplinary and multidimensional programmes and projects in a post-conflict context is desirable. Specific programmatic experience in one or more of the following areas: reintegration of conflict-affected populations, income generation/livelihood, national dialogue, and/or confidence-building/reconciliation; and direct experience in partnership building and managing projects at community and field level, are is an advantage Field experience with the UN common system (UN peacekeeping, political missions, or UN Agencies, Funds and Programmes) is desirable. Management and participation in which involve relationship building and important “mindset change” goals, would be an advantage;

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in French and English (both oral and written) is required.

Assessment
