Description

We are looking for a new Information Counceling and Legal Assistance (ICLA) Specialist for our programme in DR Congo!

NRC has been present in DR Congo since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement. We reached 614 390 individuals in 2017 with our core competencies education, food security, ICLA, WASH/shelter and emergency response.

The ICLA Specialist reports to the Head of Programme.

Job description

  • Identify country programme priorities, problems and challenges from an ICLA perspective and adopt a problem solving approach, solving them in collaboration with other core competencies, support department, and senior management
  • Develop the ICLA strategy, technical guidance and Macro LFA
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends, technical standards and donor priorities
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from ICLA implementation, and incorporate them in the ICLA programme and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/clusters, including with national authorities and donors

 

Expériences / Formation du candidat

  • Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical ICLA expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Knowledge of the context in DRC
  • Experience engaging in/related to legal reform processes
  • Experience in gender issues and programming
  • Experience working with displacement in urban settings
  • Experience from protection and advocacy work within ICLA sector
  • Solid experience form managing and implementing ICLA related responses in both volatile and recovery contexts
  • High level of experience in programme management associated to legal assistance, land conflict, and civil documentation
  • Strong capacity in leading proposal development
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, SDC, Unicef, CHF, GAC, OFDA, NMFA, Sida, UNHCR)
  • Advanced understanding and experience from ICLA monitoring and analysis with ability to devise and adapt tools to context
  • Experience from leading multi sector assessments and analysis
  • Ability to work closely together with other field staff and across sectors
  • High level of communication, representation, flexibility, and negotiation skills

Salaire / Indemnité

  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Grade: 9
  • Duty station: Goma with up to 50 % travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
