Role and responsibilities :

  • The purpose of a Team Leader is to manage the Education project team at field office level ;
  • The following is a brief description of the role.

 

Generic responsibilities (max 10) :

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Management of project staff ;
  2. Implement plan of action for delegated portfolio of Education (2) projects (activities, budget and project documentation) ;
  3. Day to day follow of progress in project implementation ;
  4. Ensure compliance with NRC policies CC tools, handbooks and guidelines ;
  5. Strict adherence to the NRC Code of Conduct and Child Safeguarding Policy ;
  6. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assis ;
  7. Prepare periodic progress reports and other documents ;
  8. Ensure capacity building of project staff and transfer key skills ;
  9. Liaison and collaborate with relevant local authorities and stakeholders ;
  10. Promote the rights of IDP/returnee and refugee children in line with the advocacy strategy.

 

Specific responsibilities :

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly :

  1. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the local staff and the PDM ;
  2. Document technical issues and questions, and channel to the PDM ;
  3. Support assessments for school selection and on-going out-of-school children data gathering ;
  4. As requested, support in development of new proposals and budgets for education activities ;
  5. Assess needs for capacity building among education staff and share with PDM to jointly address ;
  6. upport sector coordination efforts and represent NRC at inter-agency meetings when PDM is not available ;
  7. Ensure Child Protection referral pathways are put in place and utilized in areas of implementation; liaise with Child Protection and other Education actors ;
  8. Travel to implementation areas regularly to manage local education authority relations ;
  9.  Organize and lead trainings for project staff (and local MoE) based on technical requirements of projects ;
  10. Conduct teacher trainings and conduct follow up observations and spot checks ;
  11. Follow up on Procurement and Logistics processes in Tripoli office on behalf of the Education team ;
  12. Contribute to recruitment processes of education staff as necessary ;
  13. Support team in Education in Emergencies response preparedness as directed by PDM ;
  14. Any other task relevant to the position as requested by line manager.

 

Critical interfaces :

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are :

  • Project planning : Education PDM ;
  • Area operations : Support Officers (Finance, HR, Logistics) ;
  • Staff capacity building :  Education PDM, HR Development Officer ;
  • Implementation : Education PDM, Shelter/WASH PDM.

 

Scale and scope of position :

Staff:2-3 Project Officers (incl 1 School Construction Officer) and 7 Education Assistants
Stakeholders:UNICEF, Education Working Group, INGOs, local NGOs, MoE
Budgets:None, as these will be held by PDM
Information:ActivityInfo, Work Plans, Reports
Legal or compliance:Responsible for reporting any Code of Conduct violation or Child Protection concern to PDM immediately

Competencies :

Generic professional competencies for this position :

  • Experience from working an Education or Child Protection project implementation position in a humanitarian/recovery context (with an NGO) ;
  • Previous experience from working in complex and volatile contexts ;
  • Documented results related to the position’s responsibilities ;
  • Knowledge about own leadership skills/profile.

Context related skills, knowledge and experience :

  • Written and spoken fluency in Arabic; proficiency in English. French is an asset ;
  • Knowledge of education context in Tripoli; understanding of the circumstances, needs and challenges IDP/returnee and refugee children face and the sensitivity of the context ;
  • Understanding of INEE minimum standards ;
  • Knowledge of Gender and Child Protection and psychosocial support ;
  • Experience working with children and/or educators; MoE-level experience a plus ;
  • Experience managing, training and building the capacity of others ;
  • Experience supporting the start-up of a new project in a difficult area ;
  •  Experience in coordination and liaising with Ministry of Education ;
  • Candidates with a university and/or advanced degree preferred.
