Description

Norwegian Refugee Council is an independent humanitarian organization working to protect the rights of people displaced by conflict. NRC is present in 30 countries in Asia, Europe, America, Middle East and Africa in the following countries: Central African Republic, Djibouti, DR Congo, Eritrea, Ethiopia, Kenya, Mali, Nigeria, Somalia, South Sudan, Tanzania, Uganda, and Cameroon.

NRC started its activities in Cameroon in April 2017 to provide humanitarian assistance to people forced to flee their homes in the Far North region because of the crisis related to the Boko Haram sect. NRC provides assistance through several areas of intervention namely assistance to shelter reconstruction, water and sanitation, information, counseling and legal assistance (ICLA), education and, security food. As part of its interventions in 2018, NRC initiated cash transfer activities for vulnerable populations so that they could choose and fulfill their priority needs with dignity. These transfers will be made through the mobile money transfer companies.

In the search for innovative and sustainable solutions, NRC initiated a reflection on the possibility of a direct humanitarian assistance of Cameroonian citizens to the people displaced by the crisis in the Far North region and living in this region. This project idea called “The Digniti Project” was funded by NRC headquarters as part of its Innovation Incentive Program called the NRC Innovation Fund. This first phase focuses on research and will last 6 months (July to December 2018). The purpose of the Digniti project is to engage Cameroonian citizens in the response to the crisis affecting internally displaced persons (who have fled their homes) in the Far North region through direct cash transfers facilitated by a mobile application. developed for this purpose.

The objective of this phase is to provide a feasible, viable and desirable local solution for direct access to cash (from citizens) to the most vulnerable in times of crisis

 

The consultant will perform the following tasks:

  • Develop tools and techniques used to search for ideas during workshops
  • Organize the co-creation workshops
  • Facilitate workshops as moderators / facilitators
  • Consolidate the achievements of the workshop and produce the reports via articles to be published on the project website
  • Produce a video presentation of the project
  • Set up a project website
  • Animate the website
  • Respect the NRC policy on the protection of personal data;
  • Produce functional and technical documentation of the project as a search result (ProDoc)

 

The deliverables of the consultation:

  • A video presentation of the project that lasts 3min maximum
  • A modern website that is alive and up to date with all the activities The functional and technical documentation of the project

 

Experience of the Consultant

The consultant should have a team with at least one resource person with the following skills for the implementation of activities:

 

Generic professional skills:

  • Minimum Professional degree in Computer Science / Management of Computer Systems
  • Minimum 3 years of experience in the field of website creation, application development
  • Good experience in planning, project tracking and deliverables
  • Technical knowledge essential to the resolution of any technical difficulties during the project
  • Good knowledge of the Cameroonian context and the policies of use of API Mobile Money n
