Context :

NRC has been present in DRC since 2001 and runs operations in the eastern provinces of North & South Kivu, Tanganyika and Kasai, implementing Education, Food Security, WASH, Shelter and ICLA. The Country Office has been expanding steadily the past two years and the team currently consists of around 400 staff members. The DR Congo is one of NRC’s largest Country Operations with an overall budget of approx. 300 mill NOK.
The Country maintains a rapid, integrated emergency response capacity while also focusing on facilitating durable solutions to displacement. NRC is also implementing an innovative project on humanitarian mediation, piloting new approaches to improve protection of civilians’ conflict prevention and mitigation.
The purpose of the Finance Manager is to be responsible for the financial set up according to NRC standard and to support programme/project implementation.
Roles and Responsibilities :
- Ensure that country set up adheres to Financial Handbook, NRC policies, donor and auditor requirements ;
- Implement NRC’s financial systems, routines and procedures ;
- Maintain overall budget control and monitor cash flows ;
- Management of financial team ;
- Training of line managers and staff with financial responsibilities ;
- Provide regular analysis and reports ;
- Implement anti-corruption policy ;
- Lead preparations for and follow up on audits ;
- Provide input on operational support in proposal development and project implementation ;
- Generate monthly financial reports including BvAs and provide financial analysis with appropriate advice to the country management team and budget holders ;
- Train line managers and staff with financial responsibilities and tools ;
- Support budget holders on the budgeting process and prepare donors financial reports on due time ;
- Lead and develop the finance team capacity in the country including training and development of local finance procedures ;
- Coordinate weekly meetings between finance staff for information sharing ;
- Conduct routine field visits to monitor compliance of internal control and financial systems.

Expériences / Formation :
- Minimum 3 years of experience from working as a senior Financial Manager ;
- Experience from working in complex and volatile contexts ;
- Documented results related to the position’s responsibilities ;
- Knowledge about own leadership skills/profile ;
- Solid knowledge of computer software and modern accounting systems ;
- Fluency in French and working knowledge of English.
Salaire :
- Commencement : April 2020 ;
- Duration : 12 months ;
- Salary/benefits : According to NRC’s general directions and free housing of moderate standard ;
- Grade 9 in the NRC grade structure (see attached) ;
- Duty station : Goma with up to 30 % travels. Goma is a non-family posting. International staff members are required to live in joint accommodation ;
- Approved health certificate will be requested before contract start.
