Position Title : Project Officer (Peacebuilding)

Duty Station : N’Djamena, Chad

Classification : Professional Staff, Grade P2

Type of Appointment : Special short-term graded, Six months with possibility of extension

Context :

Under the direct supervision of the Chief of Mission and in coordination with the Department of Operations and Emergencies (DOE) Regional Thematic Specialists (RTS) in the Regional Office in Dakar, the successful candidate will support the implementation of IOM Chad’s peacebuilding project portfolio.

IOM Chad is currently implementing three projects funded by the Peacebuilding Fund (PBF) covering a range of topics addressing conflicts arising from climate change, and transhumance to community stabilization.

Core Functions / Responsibilities :

  1. Support the coordination between the different implementing agencies in close collaboration with the donor and ensure all project-related information is shared in a timely and coherent manner ;
  2. Provide information and technical guidance regarding the project to government and other stakeholders ;
  3. Facilitate all internal and external narrative and financial reporting, including donor reporting, ensuring coordination and consolidation of partner reports according to donor guidelines ;
  4. Facilitate, monitor and record all coordination efforts on the ground, with partners, donors and stakeholders and ensure communication of outcomes to all implementing partners in a timely manner ;
  5. Directly supervise the implementation of the IOM component of the peacebuilding project in coordination with other project staff of IOM on the PBF projects, including all activity components ;
  6. Contribute to the development of and pro-actively seek creative ways to launch communication and awareness raising activities reaching migrants and rural communities without access to cellphone networks ;
  7. Track and follow up on the financial management of the project budget (including coordination of logistics and workplans as well as human resources) ;
  8. Support the management of sub-office activities within the project geographical scope in accordance with IOM rules and regulations, this includes but is not limited to :
  9. Disseminating timely reports to the mission leadership ;
  10. Verifying requests for operational advances and recommending settlement thereof; c. Monitoring the outputs of and technical support to incoming consultants; d. Logistical organization of daily work on the islands ; e.Close liaison with United Nations Department of Safety and Security (UNDSS) on security and close linkage with the mission management in Ndjamena ;
  11. Coordination and supervision of relevant project components, including the preparation and supervision of clear time planning for the consultants and community mobilizers to ensure all project activities are met within the workplan ;
  12. Monitor mobility dimensions within the project implementation area, maintain effective communication channels with the support services in Chad for any potential developments and provide input to mobility reporting ;
  13. Maintain and update a mapping and tracking system for arising or existing conflicts or risks, recommend the inclusion of additional enhancements to include factors which may contribute to tracking displacement and root causes of trafficking, conflict and other sources of abuses or inter-communal tensions. Ensure the generation of regular and concise reporting of any potential developments both in the context of the project and beyond ;
  14. Promote and strictly adhere to community-based Do No Harm frameworks and non-violent communication principles ;
  15. Organize and support monitoring missions, as well as donor visits, as required ;
  16. Facilitate adequate and coordinated visibility and communication about the project, including through press visits, radio messaging, social media and press releases ;
  17. Undertake duty travel as required ;
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Social Sciences, Peace and Conflict Management, Conflict Mediation or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • At least two years of work experience in hardship duty stations, including on project development, reporting and implementation ;
  • Experience in project management ;
  • Experience in fieldwork in a challenging environment and community-based conflict mediation processes preferred ;
  • Experience in implementing projects in fragile and post-conflict political settings preferred ;
  • Experience with communication campaigns, monitoring and evaluation of community dynamics ;
  • Demonstrated track record of independent project management and implementation.

Languages : IOM’s official languages are English, French and Spanish.

For this position, fluency in French and English is required (oral and written). Working knowledge of Spanish and/or Arabic is an advantage.
