Context :

Under the direct supervision of the Regional Director (RD) for Southern Africa in Pretoria, the successful candidate will be IOM’s principal interlocutor with the Government of Malawi and relevant sector ministries, United Nations (UN) System in Malawi and civil society. S/he will be the Designated Official of the IOM Director General Diplomatic Representative of the International Organization for Migration Mission accredited to the Republic of Malawi. S/he will be accountable and responsible for promoting, developing and implementing the full range of IOM services in Malawi within the regional framework. In addition, s/he will be responsible for keeping Regional Office (RO) Pretoria and IOM Headquarters informed of relevant governmental concerns and programmatic developments. S/he will also be responsible for developing new programmes in the country, for planning the development and implementation for the Organization’s activities in Malawi and for managing the related budgetary, financial and administrative functions of the Mission.

Core Functions / Responsibilities :

  1. Manage the IOM Mission in Malawi and provide guidance and supervision to the programs and its entire staff ;
  2. Ensure the coordination of the implemented programs, in line with IOM’s policies and practices as well as donor requirements ;
  3. Supervise and manage the administrative, budgetary and financial activities of the Mission including the daily supervision of its staff, in accordance with the Organization’s rules and procedures ;
  4. Identify, develop, manage and implement new project/programme opportunities and activities in Malawi, in consultation with the relevant partners in Malawi, RO Pretoria and HQs ;
  5. Ensure the timely and regular reporting and updates of IOM’s programme/project activities within Malawi, as required by donors through project agreements and in accordance with IOM procedures ;
  6. Review and evaluate the operational, programme and administrative activities of the Mission and prepare recommendations with a view to increasing their effectiveness and streamlining procedures ;
  7. Advice the Regional Office, HQs and other IOM country missions on national and regional migration developments and on governmental policies affecting the activities of IOM and propose appropriate action ;
  8. Continue to develop and maintain liaison with governmental authorities, diplomatic missions, international and regional organizations, national institutions and non- governmental organizations (NGOs), private sector, as well as public media, to coordinate and promote IOM’s work and to facilitate the implementation of ongoing activities in Malawi ;
  9. Participate in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms, with a view to inserting migration related issues into the United Nations Development Assistance Framework (UNDAF) process ;
  10. Prepare regular and special reports covering IOM activities in the country; prepare briefings and background information as required, including specific information requested by the government and other entities ;
  11. Develop public relations and media activities in order to promote IOM’s image and programmes ;
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Political or Social Science, Law, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience :

  • Experience in programme development and management including advocacy ;
  • Ability and experience in liaising with governmental and diplomatic authorities as well as with national, regional and international institutions ;
  • Good knowledge of programme development and migration related subject areas dealt with by the Organization.

Languages :

  • IOM’s official languages are English, French and Spanish ;
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
