Context :

Under the overall supervision of the Chief of Mission, and the direct supervision of the Deputy Chief of Mission in coordination with department heads, project managers, and relevant Units at Headquarters (HQs)/Regional Office (ROs) for Middle East and North Africa (MENA) in Cairo, the successful candidate will be responsible for the development and implementation of the Migration Health Strategy for Libya; as well as the implementation, oversight and management of the migration health programme within Libya.

Core Functions / Responsibilities :

  • Coordinate and supervise the overall management and administration of IOM’s Migration Health Programme in IOM Libya ;
  • Provide strategic and technical guidance for emergency health programming and health system strengthening activities to ensure quality control and assurance and compliance with global health standards. Programming may include outbreak preparedness and response, Primary and Secondary Health Care service delivery, Community Health Education, Voluntary Humanitarian Return, health infrastructure development and capacity building programming ;
  • Develop, prepare, implement and manage health projects and programs ensuring that they are :
  1. Consistent with IOM’s policies, thematic guidance notes and any relevant national policies and/or regional strategies ;
  2. Coherent, relevant, and feasible, and consider good practices in the area of migration health ;
  3. Developed and implemented according to IOM’s project development procedures as established by the IOM Project Handbook and related Standard Operating Procedures (SOPs).
  • Develop and implement the Migration Health strategy for IOM Libya in coordination with the Regional Migration Health Specialist and identify new health programme/project possibilities consistent with expressed Government needs and IOM’s mandate and strategy in Libya; on this basis, draft/formulate and develop proposals in close coordination with the project development unit and the Regional Migration Health Specialist and follow up on submission to donors.
  • Organize and supervise the migration health assessment processes as necessary. Ensure migrants can travel safely with dignity, and adequate referral mechanisms before travel and upon arrival are in place. Health assessments cover: physical and mental status examinations, diagnostic tests including Laboratory testing; Vaccinations; TB management; Treatment and referrals; Pre-departure procedures and transport related medical escort services ; Documentation, certification and information transmission; and other technical areas as may be required.
  • Monitor and analyze the health projects’ process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of evaluation protocols. Actively contribute to regional migration health related programme analysis and presentations by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments.
  • Supervise clinical and non-clinical IOM Migration Health staff to ensure continuous provision of quality migration health services throughout IOM’s multiple mobile clinics and other health services; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Informs in due time the CoM and the IOM Ethics Committee of any issues regarding staff misconduct.
  • Propose, oversee and organize training for staff and implementing partners as agreed with the management and deemed necessary/requested by the implementing partners and staff. Train IOM migration health staff on all relevant technical instructions on migration health assessments and pre-departure medical screaming ;
  • Lead the liaison with the Libya Government’s Ministry of Health on IOM’s Migration Health role and positioning in Libya, to advocate for the migrant inclusive health policy, migrant sensitive service delivery, and migrant inclusive disease surveillance, address the migration aspect of health issues as well as the social determinants of health for migrants and host communities, the set up within the Government owned hospital, host communities, liaison with the National Control and Disease Center (NCDC), National TB Program and other relevant vertical programs in in Libya.
  • Develop, strengthen and expand partnerships with the Ministry of Health, World Health Organization (WHO) Country Office and other relevant UN and NGOs and parties, including local NGOs/CBOs to develop a migrant health agenda at country level (including through the development of Memorandum of Understandings (MOUs) at country level).
  • Provide periodic technical updates of all IOM Libya health activities and documentation/ dissemination of best practice materials in close coordination with the IOM Libya Chief of Mission, Regional Migration Health Specialist in Cairo and Migration Health Division (MHD) at HQs ;
  • Guide IOM in engaging and/or coordinating with country Humanitarian and Health Sector Coordination mechanisms on IOM’s emergency preparedness and humanitarian responses and take a leading role in linking Health Sector with other IOM-led sectoral activities ;
  • Facilitate close collaboration with IOM’s other service areas in the country, such as Protection, Displacement Tracking Matrix and others, to integrate and mainstream health into project proposals, tools and strategies where relevant and possible ;
  • Liaise with external service providers to negotiate agreements in coordination with the Resources Management Officer (RMO), the Chief of Mission and Senior Programme Coordinator. To the extent possible, exercise quality control over outsourced services and take corrective measures if necessary ;
  • Oversee the resource deployment, activation, implementation, reporting and evaluation of the health-related programs including monitoring of budget expenditure and ensuring that key performance indicators are met in a timely manner ;
  • Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Degree in Medicine, Nursing, Public Health or a related field with a Master’s Degree in Public Health or a related field from an accredited academic institution with seven years of relevant professional experience ; or
  • University degree in the above field with at least nine years of relevant professional experience ;
  • An additional qualification in clinical medicine, tropical medicine, maternal and child health or public health an advantage.

Experience :

  • Experience of which at least five years are at an international level, preferably involving migration health issues ;
  • Experience in managing significant and complex emergency health programmes ;
  • Demonstrated experience in emergency response and coordination, design and delivery of humanitarian assistance in complex environments ;
  • Experience in administering medical evacuations ;
  • Proven capacity and vision to develop and implement programmes in migration and health ;
  • Sound experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society ;
  • Proven experience in communicating scientifically to specialized audiences ;
  • Knowledge of monitoring and evaluation ;
  • Superior reporting and writing skills.

Languages :

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.
