Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context :

Under the overall guidance of the Chief of Mission (CoM) in Niger, the overall supervision of the Programme Manager/Chief of Party (PM/COP) for the Niger Community Cohesion Initiative (NCCI), and the direct supervision of the Deputy Program Manager / Deputy Chief of Party (DPM/DCOP), the successful candidate will support programme activity development and ensures that program activities align with program objectives and sub-objectives. The NCCI is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes.

Core Functions / Responsibilities :

  1. Support Program Development Unit (PDU) and contribute to the successful development of the programme’s small grant initiatives in accordance with program objectives and evolving strategies ;
  2. In close coordination with the Senior Management Team (SMT) and the M&E Unit, share information on programming trends and impact, lessons learned and best practices ;
  3. Support capacity building, coaching and reporting to field-based colleagues, including Sub-Office Heads, as needed, for the participatory development of small grant activities that respond to the program strategy, emerging opportunities, evolving priorities and donor expectations in programs areas of operation ;
  4. In coordination with the Deputy Program Manager / Deputy Chief of Party (DPM/DCOP) and Sub-Office Heads, work closely with the PDU colleagues to ensure achievement of program funds commitment targets, including weekly and monthly targets for new grant activities ;
  5. Design and support an efficient plan for regular travel of Unit staff to field offices, to address and identify solutions to challenges at the field level. Evaluate post-travel reports, support the resolution of challenges undermining achievement of targets and keep the SMT informed of efforts of developments ;
  6. Review narrative components of all Yellow Light and Green Light activity templates closely to ensure proper completion of all sections, that activity descriptions align with program goals, strategic objectives and theories of change, and that budgets align with proposed activities ;
  7. Support the development of presentations of new YLs and GLs (per established weekly targets) in close collaboration with Associate Program Officers (APOS) at weekly Senior Program Team (SPT) meeting and provide strong justifications for submissions for donor approval ;
  8. Provide inputs to cluster background documents by established deadlines, in close coordination with the DPM and the M&E Officer ;
  9. Perform such other duties as may be assigned.


Required Qualifications and Experience :

Education :

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience ; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience in project development, and in the preparation of project narrative reports, statements and or projections required ;
  • Prior work experience with IOM is an asset ;
  • Prior knowledge of OTI programmatic terms of engagement is an advantage ;
  • Prior work experience in the region and understanding of region issues and trends is an advantage ;
  • Proven experience in the development of theories of change, log frames, result matrixes and work plans and M&E plans desired ;
  • Excellent writing capacities required and an ability to communicate with a wide variety of audiences strongly desired.

Languages :

Fluency in English and French is required. Working knowledge of Spanish is an advantage.

Other :

Internationally recruited professional staff are required to be mobile.
