Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context :

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with relevant units in Regional Office (RO) for East and Horn of Africa in Kenya, the successful candidate will primarily be responsible for contributing to and assisting with project conceptualization, proposal development, reporting and streamlining internal communication.
S/he will also assist in the development of country strategic plans, and public information outreach activities.

Core Functions / Responsibilities :

  1. Maintain up-to-date knowledge of all projects implemented by IOM Rwanda ;
  2. Undertake desk research, information and data collection and analysis on current migration related topics, trends, needs and gaps in Rwanda ;
  3. Coordinate the design and development of new concept notes and programmes/projects in close coordination with relevant units, government authorities, international and regional institutions, and partner organizations in public and/or private sectors ;
  4. Provide assistance in developing M&E systems and tools and the consolidation and analysis of M&E data collected by the projects ;
  5. Review and edit donor reports ;
  6. Backstop newly funded projects ;
  7. Contribute to the Mission’s strategic planning ;
  8. Streamline communication between the Rwanda Country Office, Regional Office, Headquarters and Administrative Centers by reviewing the content of documents and ensuring proper administrative processes and procedures are followed ;
  9. Coordinate inputs on the information requested by headquarters, the regional office, other IOM missions and external partners such as donors, UN agencies, implementing partners etc ;
  10. Identify and organize outreach activities to promote IOM’s image and to increase the awareness of IOM activities in the country ;
  11. Draft, edit and produce public information material including press briefing notes, website content, social media and newsletters ;
  12. Develop and maintain regular contacts with donor representatives, relevant authorities, UN agencies, non-governmental organizations and other stakeholders ;
  13. Participate in various UN meetings ;
  14. Participate in various stakeholders’ meetings, conferences, or workshops as needed ;
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Political or Social Sciences, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience ; or
  • University degree in the above fields with four years of relevant professional experience.

Experience :

  • Experience with project implementation, administration and government relations ;
  • Proven English writing and communication skills, with strong editing skills ;
  • Ability to analyze and consolidate information succinctly; Excellent operational, organizational and communication skills Previous working experience with NGOs, international organizations would be a distinct advantage ;
  • Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities ;
  • Tolerant individual with ability to work with people from different background and with flexibility and able to work on overtime, when requested ;
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, word as well as good knowledge working with databases and online applications.

Languages :

Fluency in English language is required. Working knowledge of French language is an advantage.

Other :

  • Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible ;
