Context :

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Resources Management Officer (SRMO) in Libya, and in cooperation with relevant units at Headquarters (HQs), in particular the Emergency Support Unit (ESU), Administrative Centres (MAC and PAC) and Regional Office (RO) in Cairo, Egypt, the successful candidate will be responsible and accountable for supporting the management and coordination of the administrative, financial, human resources, information technology, procurement and logistics functions of the Country Office (CO).

Core Functions / Responsibilities :

  1. Back the SRMO in monitoring and overseeing the resources management functions in support of all activities in the country (in its main office and sub-offices) ;
  2. Support the monitoring the financial management of all activities in the country including the oversight of financial expenditure and accountability to ensure expenditures remain within authorized levels; undertake financial analysis of projects in the CO and take action to resolve anomalies and unusual trends ;
  3. Assist in preparation of annual budget for the mission; coordinate and review budgets for programmes, monitor budget control and analyze variances between budget and actual expenditures, evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends ;
  4. Supervise the management of treasury by forecasting cash flows according to activities in the mission and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements ;
  5. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures ;
  6. Analyze and interpret Human Resources (HR) policies, rules and regulations and make recommendations for resolving difficult and sensitive cases ;
  7. Train and build the capacity of mission staff on IOM’s policies and procedures in the relevant areas of resources management ;
  8. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria ;
  9. Assist in the implementation of procurement, logistics, facilities maintenance, asset administration, and transport support within established internal control mechanisms ;
  10. Back the SRMO in managing the Information Technology (IT) support and initiatives in the CO ;
  11. Manage the resources management aspects of funding agreements with donors and contracts with suppliers of goods and services in cooperation with relevant units in HQs and Administrative Centres, as applicable ;
  12. Assist in maintaining appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud; strengthen internal controls by documenting and streamlining approval processes ;
  13. Make recommendations on procedural improvements and draft local procedures taking into consideration the volume of activities, staffing, constraints and specific needs of the mission, ensuring compliance with the Organization’s regulations, procedures and practices ;
  14. Liaise with other internal functional units of the mission, as well as banking, donor and government counterparts and other stakeholders as required in the performance of the resources management function ;
  15. Provide support in answering any queries raised regarding the correct allocation of project funds and provide any requisite documentation, including for auditing purposes ;
  16. Perform other duties as may be assigned.

Required Qualifications and Experience :

Education :

  • Master’s degree in Business Administration, Financial Management, Accounting or a related field from an accredited academic institution with five years of relevant professional experience ; or
  • University degree in the above fields with seven years of relevant professional experience ;
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA) ;
  • Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified.

 

Accountants (ACCA) will be a distinct advantage :

Experience :

  • Work experience in financial management, accounting and budgeting ;
  • Experience in preparing clear and concise financial and management reports ;
  • Good knowledge of human resources management ;
  • Experience in liaising with governmental and diplomatic authorities as well as working in and with international institutions ;
  • Familiarity with financial oversight and public administration ;
  • Knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP is highly desirable ;
  • Knowledge of IOM/UN accounting systems, software and procedures, Common System regulations, policies and procedures are a distinct advantage.

Languages :

Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

Other :

Internationally recruited professional staff are required to be mobile.
