Job Purpose :

To drive high quality responses from a gender perspective working alongside and jointly with the other GHT Advisors to contribute to and achieve high quality and effective emergency responses as part of the GHT mandate and to contribute to research and development that informs humanitarian community internally and externally through learning and best practice in Gender in Emergencies.

To be accountable for incorporating gender and diversity issues consistently across responses through supporting technical teams in meeting Oxfam minimum standards of gender in emergencies and supporting them in ensuring they are equipped to pay special attention to gender across all components of the programme including gender analysis, gender equality, promotion and protection of human rights, empowerment of women and girls and gender balance of staff.

GHT Team :

The GHT has designated responsibilities to support, coordinate and lead humanitarian policies and actions to reduce the impact of, prepare for and respond to crises, harnessing the resources of the whole Oxfam confederation to deliver support for Oxfam’s strategic plan.

The GHT works across Oxfam, in particular with Oxfam country teams, and others to maximise the quality and impact of Oxfam’s humanitarian programme by:

Delivering rapid, safe and high-quality emergency scale up capacity;

Supporting programme strategy, operational design, humanitarian preparedness and response;

Capacity building across Oxfam and partner organisations;

Supporting the gathering of evidence to enable learning, innovation and advocating for change across the sector;

Working with Campaigns and Policy to influence for greater respect of the basic rights of crisis affected men and women;

Working closely with affiliates in their roles as EAs, PAs, response work in media and policy for the best interests of the humanitarian programme as part of the one-Oxfam programme.

Humanitarian Support Team Purpose  :

As part of the GHT, to provide leadership and support to the Confederation’s humanitarian programme. In particular, to lead the direct support to country teams for humanitarian scale up and ongoing support of large humanitarian responses in line with strategy. As funding allows, support country level preparedness.

Expériences / Formation du candidat :

Essential :

  • Knowledge of and demonstrated commitment to Oxfam’s values, mission and work;
  • Proven practical experience of gender in emergencies, programme development and delivery;
  • In-depth knowledge of the factors driving gender inequalities in different contexts with gender/women’s or related field of study at the BA or MA level;
  • Commitment to delivering humanitarian work through feminist principles;
  • Experience & knowledge of the international humanitarian sector and an understanding of development issues and humanitarian standards and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards, IASC Gender in Humanitarian Action, GBV Guidelines, Oxfam GIE Minimum Standards;
  • Proven ability to develop effective relationships at a distance and deliver high quality remote management, guidance and support;
  • Experience in providing advisory support to both senior managers and programme staff, and well-developed ability to facilitate learning and innovative capacity development schemes;
  • Strong leadership skills with proven experience in leading teams, coordinating diverse stakeholders, motivating, supporting and coaching others to lead;
  • Strong communications, influencing and advocacy skills, and demonstrated ability to communicate core gender justice concepts in humanitarian and resilience contexts to a variety of audiences and influence attitude to achieving programme goals;
  • Ability to represent Oxfam at a strategic level and in and high profile environments. Including strong self-awareness and excellent inter-personal communication, facilitation and partnership building skills;
  • Proven ability to develop and manage institutional relationships across different functions (development programming, humanitarian, campaigning, fundraising) to achieve department and organisational objectives and priorities;
  • Ability to work collaboratively, supportively and respectfully with others in multi-cultural teams and strong networking skills with strong commitment to Oxfam and humanitarian values;
  • Fluency (written and spoken) in both English and French;
  • The ability to travel for up to a maximum of 12 weeks per year and the ability to travel with 48 hours’ notice. In addition, this might include a block of up to 6 weeks continuous, in extremis, not more than once a year.

Desirable :

  • Ability to work in other languages, particularly Spanish and or Arabic;
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work;
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.

Salaire / Indemnité :

Location:One of the following hub locations: Barcelona, Boston, Brussels, Copenhagen, The Hague, Melbourne, Nairobi, Ottawa, and Oxford. Please specify which hub you prefer and whether you have the right to work there. It may be possible for Oxfam to support a work permit, but that cannot be guaranteed.
Our package:Oxfam aims to provide fair and competitive pay and benefits appropriate to the cost of living in the chosen location. Therefore, specific salary will vary according to location.

LanguagesWe are seeking candidates with multiple and different language skills to support two different regions. English is essential for both posts and French is essential for one. Other languages are an additional asset (Arabic, Spanish).
