Job description :

The Country Office in Somalia is currently recruiting a : Consortium and Partnerships Coordinator

Fulltime 40 hours a week

12 months contract

Based in Hargeisa, Somalia/land


Purpose of the position :

To manage Oxfam’s commitments as lead of the Dutch Relief Alliance consortium of 4 NGOs delivering the Joint Response programme across Somalia; and lead the strategic management and establish the direction for humanitarian partnerships in Oxfam Somalia.

The Oxfam Somalia programme works on life saving and resilience projects in a complex and changeable context. The programme is committed to continue working with a variety of actors (local, international, government and private sector) and to further build the capacity of local actors to respond to the current drought crisis, and to take that learning on towards achieving a higher level of resilience at organisational and community level.

A consortium and partnership coordinator is required to effectively galvanise all efforts towards the effective implementation of the DRA programme with consortium and local partners, carry out a wider partner mapping programme, and taking steps to ensure partnership is a well formed as part of the humanitarian strategy.


Key responsibilities and tasks :

Consortium Coordination :

  • Coordination and Collaboration ;
  • Build and maintain good partnership relations and communication with the 3 other Joint Response members in Somalia/Somaliland ;
  • Liaise with relevant actors, including but not limited to the Dutch Embassy, and the UN Clusters(s) and Coordination forums across the country on the DRA programme ;
  • Ensure cooperation and coordination between the implementing partners regarding Monitoring, Evaluation, Accountability and Learning (MEAL), knowledge and best practice sharing among member organizations to ensure effective and efficient delivery of the project ;
  • Organise regular meetings with members to report on progress, status and possible re-adjustments of activities; and share and discuss best practices and new initiatives and/or innovation ;
  • Facilitate an external evaluation of the programme in close coordination with the coordinator in NL ;
  • Initiate and develop an effective learning system underpinning the added value of working in the Somalia Joint Response in close consultation with the JR-members; identify and collect lessons learned, and facilitate the sharing of these ;
  • Initiate and facilitate capacity building for JR-members and support to local partners in line with the localization agenda.

Grant and information management :

  • Assess and provide recommendations for visibility, and if relevant, develop joint advocacy initiatives of the JR ;
  • Maintain situational awareness including current and upcoming opportunities, economic and political developments, humanitarian risks and challenges ;
  • Monitor the country context and give updates to consortium members and the Hague on key strategic issues of interest with regards to possible implications for achieving the Joint Response Objectives ;
  • Provide timely, accurate and relevant information on the status and progress of the programme that can be used for maintaining relations with the Ministry of Foreign affairs ;
  • Lead/support the writing and reviewing of Oxfam reports at a country level for the donor and ensure compliance with donor requirements.

Partnership Planning and Development :

  • Develop a Vision and strategy for the Oxfam Somalia’s approach to partnerships and local leadership and roll-out across the country office ;
  • Ensure that RAMON (Partner Risk Assessment) is conducted for all partners on a regular basis ;
  • Facilitate the development of capacity building plans for the identified gaps of partners and lead coordination with cross-cutting Oxfam departments to plan for and deliver the capacity building plan ;
  • Partnership scoping to map out suitable local actors, governmental actors and private sector actors for the further expansion of humanitarian and innovative partnerships in Somaliland ;
  • Ensure the adequate inclusion and development of implementing partners towards the independent execution of programme activities ;
  • Encourage government agencies and civil society organisations to be adequately involved in project activities and to take part in formal coordination activities including clusters ;
  • Feed into Oxfam’s localization pillar in the Humanitarian influencing strategy and ensure that local leadership is displayed in media and donor visits to contribute to localization and charter for change commitments ;
  • Build wider influencing networks around localisation (e.g. with Somalia NGO Consortium) ;
  • Ensure follow up with partners on strong narrative reporting and financial accounting in donor and internal reports, and ensure programme planning is updated regularly and followed by the partner ;
  • Use ongoing checks to ensure that Oxfam and partner staff are pleased with the partnership relationships, problem solve and mediate where issues arise ;
  • Work effectively with colleagues in other functions, partner organisations, and Oxfam affiliates to develop joint funding proposals ;
  • Ensure that all partners are sensitive to community needs and gender issues, promote the full and equal participation of women in all aspects of the work and ensure that Oxfam and partner Programmes are an opportunity for peace making, not community division ;
  • The coordinator will have access to internal tools related to partnerships and capacity building, including: Oxfam’s capacity building toolkit; Oxfam’s operational capacity building assessment tools; Oxfam’s partnership strategy.


Requirements :

You have :

  • Degree in relevant discipline, including humanitarian or development studies, project management, economics, political science, anthropology etc ;
  • Experience in working with partners in humanitarian settings (local, national and regional) and a nuanced understanding of partnerships which encourages participation, articulates the rights of partners, alongside managing relational issues ;
  • Experience with development and implementation of capacity building with partners and a monitoring system/tool, preferably through a range of methodologies (including training) ;
  • A clear understanding of the Grant Bargain, the localization agenda and CHS ;
  • Excellent people, networking and diplomacy skills ;
  • Effective communication internally and externally towards government and NGOs, donors, journalists and within matrix management: superiors, managers, technical experts ;
  • Very good command of English language in word and script. Proven donor reporting skills distinct advantage ;
  • Leadership capacity to develop a common vision, and capacity to support and develop staff ;
  • Evidence of project cycle management experience, including strategic planning, monitoring & evaluation ;
  • Demonstrated experience of integrating gender, protection and diversity into emergency response programmes ;
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts ;
  • Sympathy with the aims, values and objectives of Oxfam ;
  • Commitment to humanitarian principles and action, and relevant codes of conduct including CHS, the NGO/Red Cross Code of Conduct, and Oxfam International procedures and other regulatory codes.

Desirable :

  • Experience of working with in drought context will be a distinct advantage; experience of Somali region (Kenya, Ethiopia & Somalia/land) will be an added advantage ;
  • Understanding of technical issues including any of the following: WaSH infrastructure and community programming, livestock programming, market-led-cash approaches, local economic development (LED), resilience and disaster-management programming, early-warning-systems, community threat response mechanisms, protection and safe programming ;
  • Experience with coordinating consortium projects

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 9 with a salary range between € 3,021 to € 4,648 gross.
