Roving role deployable worldwide. Home-based when not deployed.

 

Salary:

£32,984 to £44,589 Net per annum (dependent on experience).

Net salary means that Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary. (Oxfam offers a wide range of benefits, including over 43 days holiday/TOIL per year, pension and medical cover, living and accommodation costs covered during deployments).

Our team

Oxfam is looking for a Programme Coordinator to join the Global Humanitarian Team as a Humanitarian Support Personnel (HSP).

The purpose of the Global Humanitarian Team is to lead the delivery of Oxfam’s humanitarian strategy and to support countries and regions to respond to humanitarian crises worldwide. With a team of over 80 Humanitarian Support Personnel of various technical specialities, the GHT is currently supporting responses such as in Yemen, Syria, South Sudan, DR Congo and Bangladesh with programmes on WASH, Emergency Food Security and Vulnerable Livelihoods, and Protection. Our humanitarian approach aims to ensure community participation shapes programme decisions, actively seeks a partnership approach and we work following feminist principles including strong awareness of power dynamics.

 

Job purpose

As an HSP, you will be deployed into our biggest and most challenging emergency programmes, or into chronic, less visible crises, anywhere in the world for deployments of normally 3 to 6 months. Based in your home country in between deployments, you will be prepared to travel at short notice and to be relocated between emergencies at short notice.

As a Programme Coordinator, you will typically lead Oxfam’s large-scale humanitarian programmes, often in complex, difficult or insecure environments. You will manage the entire programme portfolio, usually across multiple locations, from design to implementation; and you will have a major role in shaping related advocacy and policy work. You will manage large budgets with multiple sources of funding, often under high levels of uncertainty. You will quickly establish critical relations with key donors, represent Oxfam in country-level coordination bodies, and link the humanitarian response to our longer-term programmes. You will help teams and country programmes to take appropriate levels of risk to kick-start relevant, rapid and large-scale humanitarian programmes and work to achieve our humanitarian approaches within the response.

 

Skills, experience and knowledge

To succeed in this job, you will need to have a passion for humanitarian work as well as significant experience of managing large-scale emergency programmes and large teams in complex environments. We expect that you have proven influencing, negotiating and networking skills with internal and external audiences, and high-level representation and coordination skills. You will also need strong analytical and strategic planning skills, supported by proven financial management skills, and experience of managing compliance in large-scale programmes. You will need to be fluent in English and a good working knowledge of other languages such as French, Spanish and/or Arabic would be highly desirable.

  • Good written and spoken English is essential.

 

Desirable

  • Knowledge and experience of working in resilience, disaster risk reduction and disaster preparedness programmes.
  • Experience working with partnerships and community-based groups.
  • Working knowledge of one or more additional languages (especially French, Spanish, Arabic)
  • The post holder should have substantial experience in at least one of these areas (at country office level):
    • Scaling up and managing large-scale emergency programmes
    • Working closely with partners and developing partnership strategies and capacity-building plans
    • Setting up and leading complex consortia programmes
    • Designing country-wide contingency plans and humanitarian strategies.
