THE WORLD FOOD PROGRAMME IN CHAD

WFP is the world’s largest humanitarian agency aiming to bring food assistance to more than 80 million people in 75 countries. WFP aims to reach the 2030 Sustainable Development Goal number 2: to “end hunger, achieve food security and improved nutrition, and promote sustainable agriculture.”

Chad is an arid, low-income and landlocked country in Central Africa, which ranks second before last on the Global Hunger Index (2017). High levels of poverty have been aggravated by recurrent climate shocks and numerous conflicts, at times involving neighboring countries.

WFP is managing four operations in Chad in 2017:

  • WFP is responding to recurrent climate shocks and chronic food insecurity with plans to assist Sudanese and Central African refugees and returnees as well as food-insecure Chadian households, particularly in the Sahel; to strengthen resilience of vulnerable communities to disaster and shocks; and to reduce acute malnutrition.
  • WFP is providing support to households affected by the insecurity in the Lake Chad Basin: refugees, displaced people and poor communities.
  • WFP plans to provide meals to 128,000 school children in prioritized areas of the Sahel where food insecurity is high, food production is poor – even in relatively good years, and school enrolment is low.

JOB PURPOSE

WFP Chad Country Office is seeking for a Consultant to support the Procurement Unit with the procurement of a wide range of food and non-food commodities or services for an initial duration of three (3) months. The Consultant will be based in N’Djamena, Chad.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support WFP Chad Country Office in procurement activities (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services (including local purchases, markets analysis, cash-based transfers).
2. Track and analyse data to provide recommendations for process improvement.
3. Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
4. Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with WFP programmes in Chad and ensure a coherent approach to meeting food assistance needs.
5. Support training of WFP staff in Chad to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
6. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
REQUIRED QUALIFICATIONS

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with additional relevant work experience and/or training/courses.

Language: Fluency in French and English language.

Experience: A minimum of three years of experience in procurement activities (purchasing, vendor research, etc.). Experience conducting cost analyses and working with vendors or other partners.

TERMS AND CONDITIONS

Duration of contract: 3 months (from ASAP in January 2018)

Monthly honorarium, monthly subsistence allowance, travel and medical insurances.

Rest & Recuperation every 8 weeks (5 days plus 2 days of travel) to the designated R&R location.
