The Programme Coordinator, Children and Youth Safeguarding and Participation will play a critical role in ensuring that Plan Kenya continues to be a leading agency in safeguarding children’s rights within the organization and among its partners and associates, as well as advocating for the same.  The position holder will lead implementation of the policy on Safeguarding Children and Young People in Plan Kenya and ensuring compliance to the policy. S/he must have proven experience in implementing child and youth participation programmes using various methodologies, engaging children and young people in programme activities and providing a platform for them to raise their voices.

 

Dimensions of the Role

Under the general direction and guidance of the Influencing and Child Rights Advisor, this position will to provide strategic and technical leadership in ensuring the safeguarding of children and young people participating in programmes across the Country Programme. The position holder will ensure that the policy on safeguarding children and young people is understood and adhered to by all plan staff, associates and partners and that children and young people are kept safe in all Plan Kenya’s Programmes and Operations.  The position holder will coordinate all activities involving participation of children and young people in Plan Programmes thus becoming the resource for the “Lead” area of Global distinctiveness. S/he is expected to provide technical support to project staff to safeguarding and participation objectives are successfully achieved, with frequent visits to the field to support the field staff in designing quality programmes for children and young people and ensuring their safety in participation is well integrated in the project cycle.

 

Accountabilities

Child and youth safeguarding Policy and strategy (20%)

  • Lead implementation of the policy on Safeguarding Children and Young People by ensuring staff are given orientation on the strategy on recruitment and are taken through in-depth training as per the laid down policies in the organization. Ensure Plan Kenya’s partners and associates understand and adhere to the policy.
  • Ensure the organisation staff, partners and associates commit to keeping children and young people safe in all Plan’s programme work
  • Ensure the Country Strategy goals are in line with the Global ambition of reaching the 100 million girls by 2020 and there are strategies and approaches in the Country Programme to help contribute to the realisation of both the Country and Global ambition.

 

Programme Quality (25%)

  • Ensure the project implementation staff in the Programme Units are using uniform strategies to empower children and young people and providing platforms for children to meaningfully engage with Plan, Government and their communities so as to meaningfully contribute to realization of their rights.
  • Ensure the project designed for child safeguarding and child participation contribute to addressing the root causes of the obstacles to realisation of the rights of the children and gender inequality in the society.
  • Lead the designing of a child participation strategy for Plan Kenya , build capacity of the PUs in Child and Youth participation and roll out the strategy
  • Lead in innovation in child participation and developments of sustainable approaches of working with young people to advocate for their rights
  • Provide thought leadership in operationalization of the “Lead” Area of Global Distinctiveness as well and in gender transformative child protection programming- “Thrive” in line with Plan Global Strategy

 

Capacity Development (20%)

  • Ensure staff orientation on Plan policy on Safeguarding children and young people
  • Build capacity of staff, partners and associates on safeguarding standards in Plan
  • Support selection and training of child protection focal points in all the Programme Units
  • Review all the risk assessments for project activities, project document and partnership Agreement documents.
  • Develop capacity of girl advocates, young influencers through champion of change and other approached to ensure there are girls and young women who are ready to participate in local and international engagements under the “Girls get Equal” global campaign and other forums
  • Work closely with Communications Unit to engage children and young people in the “Girls Get Equal” campaign

Business development (10%)

  • Support Business /development Unit in designing projects that address safeguarding concerns in the society.
  • Ensure adequate budgeting and resourcing for capacity development and monitoring of implementation of the policy among staff, partners and associates through grants and sponsorship funding.

 

Monitoring, Evaluation and Learning (20%)

  • Spearhead the self-assessment on implementation of the safeguarding standards in line with the global policies in the organization.
  • Ensure availability of credible and accurate and easily accessible data on child protection and child safeguarding from Plan Projects to inform decision making, influencing and future programming.
  • Work closely with Communications Unit to ensure lessons, innovations  and good practices from the country programme are shared internally and externally to profile our work and brand

Other (5%)

  • Participate actively in programme meetings, planning and review activities, providing enhanced insight into child rights programming.
  • Actively participate in key relevant internal meetings such as Programme Review Meetings, Advocacy and Communications or area-based meetings as required.  Participate in any donor visit to project(s) within the country office portfolio, as required.

  1. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

The role will be reporting to the Influencing and Child Rights Advisor and working closely with all the other Technical Advisor, Head of M&E; Communications Manager; Global Working Group on CR, Programme/Project Managers, Area Programme Managers and the Director of Programmes

 

Technical expertise, skills and knowledge

  • A degree in Social Sciences, Development Studies or related field.
  • At least 5 years of relevant work experience in a chid focused organization
  • Proven experience in child protection/ safeguarding at national level.
  • A clear understanding of the strategies for engaging with children and young people in programme activities and advocacy
  • Good understanding of child protection systems in the country
  • Experience working with civil society and community based organisations, particularly in Kenya.
  • Result oriented, good interpersonal and communication skills including influencing and negotiation
  • Commitment to Plan values and willingness to abide by Child and Young people Safeguarding Policy and hold others accountable.
  • Good presentation and communication skills
